This text is about the very essence of urban planning in a market economy. It is concerned with people - landowners, developers, investors, politicians and ordinary members of the public - who produce change in towns and cities as they relate to each other and react to development Pressure. Whether Such Change Occurs Slowly And Is Almost Unnoticed, Or happens rapidly and is highly disruptive, a production process is creating a finished product: the built environment. This form of production, known as the land and property development process, is regulated but not controlled by the state. Urban planning is therefore best considered as one form of state intervention in the development process.; Since urban planning would have no legitimate basis without state power, it is an inherently political activity, able to alter the distribution of scarce environmental resources. Through doing so, it seeks to resolve conflicts of interest over the use and development of land. However, urban plans that appear to favour particular interests such as house-builders above others such as community groups provoke intense controversy. Development planning can thus become highly politicized, with alliances and divisions between politicians not always explained by traditional party politics.; These issues are explored with particular reference to statutory plan-making at the local level. The author draws on his extensive research into urban planning and development, making use of recent case studies and examples to illustrate key points. There are four parts. The first explores the operation of land and property markets and development processes, and examines how the state intervenes in the form of urban planning. The second part looks at the people and organizations who play a critical role in shaping the built environment and considers their relationship with the planning system. Specific attention is paid to important actors in the development process, such as landowners, developers, financial institutions, professional advisers and to the variety of agencies in the public sector that aim to promote development. New Instruments in Spatial Planning addresses the topic of transferring development opportunities between areas in planning practice by a debate between academics, lawyers and planning practitioners at an international planning symposium in Annapolis, MD, USA and the Van Doorne-Habiforum conference on Transferable Development Rights a year later. The idea of transferring development opportunities between areas is more than only the transfer of development rights. It relates more to compensation: not in money, but in a non-financial perspective. A comparative study on non-financial compensation was started, funded by Habiforum and linked to a number of research projects, such as Van Der Veens and Spaans research funded by the Delft Centre for Sustainable Urban Areas and Janssen-Jansens research funded by the Dutch Scientific Organization NWO-STIP. The chapters in this publication are representative of a close cooperation between planners, economists and lawyers from both science and planning practice. The exchange of knowledge within the framework of this book has arisen from divergent paths.




The 2006 pre-budget report

This report from the Treasury Committee examines the recent economic analysis and assessment of the UK economy as outlined in the 2006 pre-budget report, and sets out a number of conclusions and recommendations, including: the Committee welcomes the recent rise in the growth rate of business investment, but with the caveat that the downside risk as highlighted in a previous weakness for business investment, remains unexplained; that several risks exist around the consumption growth forecast, including the potential of house prices to fall, and the increase of personal insolvency; the employment rate rise is commended, but a lack of migration statistics in relation to the labour market, means an overall assessment is not possible; although an improved forecast for economic growth in 2006, the Treasury has not forecast an improvement in the fiscal position; the Government appears to be on track to meet the golden rule in the current economic cycle, but will start the next economic cycle with its current budget in deficit; the Committee recommends also that the Treasury, in future Budgets and Pre-Budget reports provide a fuller explanation of its current forecast of the start and end dates of the current economic cycle; also, future Budget and Pre-Budget reports should provide a breakdown of reported efficiency gains by department, and further to enhance transparency and enable effective scrutiny, the Treasury should require departments in their departmental annual reports and Autumn Performance reports in 2007 and in later years to provide consistent and comprehensive information on progress against efficiency targets; the Committee expressed dissatisfaction at the lateness and vagueness of information in relation to expenditure on education, but approved the early announcement of capital spending plans for education up to 2010-11; the Committee though does welcome the Government's decision to commission and publish a range of reviews informing future economic policy, including tax policy; the Pre-Budget report is seen as an effective instrument of fiscal consultation, but this could be enhanced if Parliament and the public were given greater notice of the date of the report, perhaps 4 weeks before the statement is due to be made; where tax changes carry significant risk of forestalling activity or distorting market behaviour, such as the unusual timing and implementation of the increases in Air Passenger Duty, the Committee feels, as a general rule, that those increases should not come into force until the House of Commons has had an opportunity to come to a formal decision on such an increase.
