In 1999, Texas passed a landmark clean energy law, beginning a groundswell of new policies that promised to make the US a world leader in renewable energy. As Leah Stokes shows in Short Circuiting Policy, however, that policy did not lead to momentum in Texas, which failed to implement its solar laws or clean up its electricity system. Examining clean energy laws in Texas, Kansas, Arizona, and Ohio over a thirty-year time frame, Stokes argues that organized combat between advocate and opponent interest groups is central to explaining why states are not on track to address the climate crisis. She tells the political history of our energy institutions, explaining how fossil fuel companies and electric utilities have promoted climate denial and delay. Stokes further explains the limits of policy feedback theory, showing the ways that interest groups drive retrenchment through lobbying, public opinion, political parties and the courts. More than a history of renewable energy policy in modern America, Short Circuiting Policy offers a bold new argument about how the policy process works, and why seeming victories can turn into losses when the opposition has enough resources to roll back laws.

The current international climate change regime has a long history, and it is likely that its evolution will continue, despite such recent setbacks as the decision by President Donald Trump to withdraw the United States from the Paris Agreement of 2015. The global debate over who should take action to address climate change is extremely precarious, as diametrically opposed perceptions of climate justice threaten the prospects for any long-term agreement. Poor nations fear limits on their efforts to grow economically and meet the needs of their own people, while powerful industrial nations, including the United States, refuse to curtail their own excesses unless developing countries make similar sacrifices. Meanwhile, although industrialized countries are responsible for 60 percent of the greenhouse gas emissions that contribute to climate change, developing countries suffer the "worst and first" effects of climate-related disasters, including droughts, floods, and storms, because of their geographical locations. In A Climate of Injustice, J. Timmons Roberts and Bradley Parks analyze the role that inequality between rich and poor nations plays in the negotiation of global climate agreements. Roberts and Parks argue that global inequality dampens cooperative efforts by reinforcing the "structuralist" worldviews and causal beliefs of many poor nations, eroding conditions of generalized trust, and promoting particularistic notions of "fair" solutions. They develop new measures of climate-related inequality, analyzing fatality and homelessness rates from hydrometeorological disasters, patterns of "emissions inequality," and participation in international environmental regimes. Until we recognize that reaching a North-South global climate pact requires addressing larger issues of inequality and striking a global bargain on environment and development, Roberts and Parks argue, the current policy gridlock will remain unresolved.

Comparative case studies and analyses of the influence of domestic politics on countries' climate change policies and Kyoto ratification decisions. Climate change represents a “tragedy of the commons” on a global scale, requiring the cooperation of nations that do not necessarily put the Earth's well-being above their own national interests. And yet international efforts to address global warming have met with some success; the Kyoto Protocol, in which industrialized countries committed to reducing their collective emissions, took effect in 2005 (although without the participation of the United States). Reversing the lens used by previous scholarship on the topic, Global Commons, Domestic Decisions explains international action on climate change from the perspective of countries' domestic politics. In an effort to understand both what progress has been made and why it has been so limited, experts in comparative politics look at the experience of seven jurisdictions in deciding whether or not to ratify the Kyoto Protocol and to pursue national climate change mitigation policies. By analyzing the domestic politics and international positions of the United States, Australia, Russia, China, the European Union, Japan, and Canada, the authors demonstrate clearly that decisions about global policies are often made locally, in the context of electoral and political incentives, the normative commitments of policymakers, and domestic political institutions. Using a common analytical framework throughout, the book offers a unique comparison of the domestic political forces within each nation that affect climate change policy and provides insights into why some countries have been able to adopt innovative and aggressive positions on climate change both domestically and internationally.

Analysis of climate change policies focuses mainly on the prospects for international agreements or how climate policies should be designed. Yet effective domestic climate policies are essential to any global solution, and we know too little about how and why such policies are adopted. Political Opportunities for Climate Policy examines in depth the causes of effective climate policies in the United States, using a statistical analysis of all fifty states and long-term case studies of California, New York, and the federal government. Roger Karapin analyzes twenty-two episodes in which policies were adopted, blocked, or reversed. He shows that actors and events have positively affected climate policy making, despite the constraints presented by political institutions and powerful fossil fuel industries. Climate policy advocates have succeeded when they mobilized vigorously and astutely during windows of opportunity - which opened when events converged to raise both problem awareness and the political commitment to address them.
