Focusing on the areas of politics, identity and education, this book looks at some of the most pressing and challenging issues that Kyrgyzstan faces in the post-Soviet era. It argues that Kyrgyzstan is challenged with oscillations between the old and the new on the one hand, and domestic and international on the other. The book analyses the process of post-Soviet transition in today’s Kyrgyzstan by focusing on the political elites, some of the major identity problems and educational issues. It discusses how Kyrgyzstan’s first president in the post-Soviet era had already been an exceptional leader even prior to the collapse of the Soviet Union in terms of his democratic and liberal tendencies. The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country’s domestic conditions. Nationalism and Identity Construction in Central Asia

More than two decades after the break-up of the Soviet Union, Central Asian republics—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—continue to reexamine and debate whom and what they represent. Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. Jointly, the chapters of the volume address domestic and international-level dimensions, dynamics, and directions of identity formation in Central Asia. What unites these works is their shared modern and post-modern understanding of nations, nationalisms, and identities as discursive, strategic, and tactical formations. They are viewed as “constructed” and “imagined” and therefore continuously changing, but also fragmented and contested.

This volume deals with issues and problems of national and gender identity in Central Asia, the Caucasus and Turkey. Articles discuss experiences and position of women vis-à-vis state intervention, economic, political and cultural change, in both public and private spheres of life. In the book the real life conditions and experiences of women are analyzed on three complementary levels. The first of these is the economic and institutional circumstances shaped by structural adjustment policies, globalization and transnational policies. Identity and Memory in Post-Soviet Central Asia

Central Asian states have experienced a number of historical changes that have challenged their traditional societies and lifestyles. The most significant changes occurred as a result of the revolution in 1917, the incorporation of the region into the Soviet Union, and gaining independence after the collapse of the USSR. Impartial and informed public evaluation of the Soviet and post-Soviet periods has always been a complicated issue, and the ‘official’ descriptions have often contradicted the interpretations of the past viewed through the experiences of ordinary people. Identity and Memory in Post-Soviet Central Asia looks at the tradition of history construction in Central Asia. By collecting views of the public’s experiences of the Soviet past in Uzbekistan, the author examines the transformation of present-day Central Asia from the perspective of these personal memories, and analyses how they relate to the Soviet and post-Soviet official descriptions of Soviet life. Identity and Politics in Central Asia and the Caucasus

The multicultural region of Central Eurasia is living through its early post-independence years and as such serves as an ideal case to study and analyse theories of identity and foreign policy in a non-European context. Looking to re-introduce identity as a multidimensional factor informing state behaviour, this book analyses the experiences of the different Central Eurasian states in their post-independence pursuits. The book is structured into two broadly defined sections, with the first half examining the different ways in which the combination of domestic, regional, international and trans-national forces worked to advance one national identity over the others in the states that comprise the region of post-Soviet Central Eurasia. In the second half, chapters analyse the many ways in which identity, once shaped, affected foreign policy behaviours of the regional states, as well as the overall security dynamics in the region. The book also looks at the ways in which identity, by doing so, enjoys an intricate, mutually constitutive relationship with the strategic context in which it bears its effects on the state and the region.
