Die Beiträge dieses Sammelbandes, die auf eine gleichnamige Konferenz im Juni 2002 an der Universität Würzburg zurückgehen, behandeln die Probleme der Europäischen Sprachenpolitik aus verschiedenen Perspektiven. Zum einen wird die Europäische Dimension dieser für die Europäische Union hochbrisanten Frage aus dem Blickwinkel der Europäischen Kommission und der Mitgliedsstaaten betrachtet. Zum anderen werden die regionalen Aspekte und die Funktionen der Sprache, insbesondere des Englischen, auf der kommunikativen Ebene, der bildungspolitischen, juristischen, arbeitspraktischen und sprachenpolitischen Ebene analysiert. Insbesondere werden auch neueste neurophysiologische und behavioristische Forschungsergebnisse mit Bezug auf den Spracherwerb einbezogen. Auch der frühe Fremdsprachenerwerb wird im Gegensatz zum Muttersprachenerwerb ausführlich behandelt. Den Band schließt die "Würzburger Erklärung zur Europäischen Sprachenpolitik" ab, in der sich die Experten einvernehmlich für den Ausbau der Plurilingualität in der Europäischen Union aussprechen. Den Beiträgen, die vornehmlich in der englischen, aber auch in der deutschen und französischen Sprache abgefasst sind, sind kurze Zusammenfassungen in den jeweils anderen Sprachen beigefügt, so dass den Lesern auf jeden Fall die Hauptgedanken der Beiträge nahegebracht werden.







State Traditions and Language Regimes

Language policies are political. They have political consequences as well as political origins. In State Traditions and Language Regimes, scholars from Asia, Europe, and North America shift focus from the consequences of language policies to how and why states make language policy choices. This shift, theorized through the concept of "language regime," inserts an urgently needed political science perspective into the current dialogue between sociolinguists, who research the societal effects of language policies, and political theorists of language rights, who analyze the normative implications of policies. New analytical tools drawn from comparative politics are showcased to analyze paths taken by different states in establishing language regimes, at times disrupted and redirected at critical junctures. Contributions to the volume include analyses of Canada's increasingly court-driven language policies, the United States’ bifurcated language regime in the aftermath of 9/11, Ireland’s conflicted protection of the Irish language, France's linguistic Jacobin tradition disrupted by Europeanization, the role of political parties and coalitions in language regime stability and change in Taiwan and Southeast Asia, Poland's war-torn history informing policy toward regional languages, and the role of English in international peace-building. While other books look at the political and societal effects of language policy, none seeks to employ a historical institutionalism approach which sets language policy choice in the context of power relations embedded in state traditions. State Traditions and Language Regimes offers a comparative politics perspective, one that enriches interdisciplinary debate on language policy.

The year 2000's most significant international event was, almost certainly, neither political nor military, but scientific - the announcement, in June, that the human genome had been almost totally decoded. Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious. Peace and democracy did score some successes, however, particularly in Europe: the centre-left's victory in Croatia, sweeping former President Tudjman's party off the scene, the democratic party's triumph in Bosnia, and the fall of the Milosevic regime in Serbia.
