Poverty and the Social Dimensions of Structural Adjustment in Côte D'Ivoire

Book Description

During the 1980s, many developing countries have entered into an explicit process of structural adjustment. The need for such adjustment has been brought about through combinations of external and internal shocks which have led to unsustainable external deficits. Adjustment is not costless. It calls for changes in the composition of output, with more emphasis being placed on exports, and an outward looking strategy. Therefore, there will be distributional effects with both gainers and losers. Who are the likely losers? Are they already in poverty? If so, how can the adjustment process be managed so as to protect them? This paper addresses these questions by putting forward a conceptual framework and implementing it for the specific case of Cote d'Ivoire. This paper is divided into five sections : 1) lays out the conceptual framework of analysis at the macro and micro level; 2) reviews the structural adjustment program in order to highlight salient features that relate to poverty alleviation; 3) develops an empirical poverty profile for 1985; 4) attempts to link the macroeconomic developments of 1980-85 to poverty; and finally 5) looks ahead and draws out some policy conclusions for future design of structural adjustment loans (SALs).

The Alleviation of Poverty Under Structural Adjustment

Book Description

This study has identified a number of examples in which concerns about the alleviation of poverty have been given some practical expression in adjustment programs. Because most of these examples are of very recent origin, it is difficult to assess how effective they have been in helping the poor. First, one striking feature of the illustrations compiled is that they are invariably orderly or planned structural adjustment programs that have often been implemented with Bank assistance (Bolivia, Cote d'Ivoire, The Gambia, Indonesia, Jamaica, and Thailand). Second, income distributions will inevitably change during adjustment. These changes are the principal incentives for resource reallocation, and without them the objectives of adjustment will not be realized. Third, the study highlights the advantages of interventions that increase the primary income claims of the poor. Finally, adjustment can act as a catalyst for policymakers to examine carefully the costs and benefits of their programs for the poor.

Analyzing Poverty and Policy Reform

Book Description

A case study of the impact of policy reform on the poor, this book highlights the importance of sound macroeconomic management and shows how the poorest people are likely to suffer the most during economic recession.

The Poor During Adjustment

Book Description

The impact of structural adjustment programs on the poor in developing countries has received a great deal of attention in recent years. This paper provides a general overview of the issues involved and then analyzes the impact of structural adjustment on the poor in Cote d'Ivoire. Several conclusions can be drawn from the Ivorian case. Many of the poor may be little affected by structural adjustment policies because most of them are subsistence farmers in rural areas. Consequently, the cost of safeguarding the poor during adjustment may not be very high. In practice, however, it may be very difficult to identify the poor and to implement the needed interventions. Household survey data can be extremely useful in assessing the effects of structural adjustment on the poor and designing appropriate policies on their behalf.

Poverty and Economic Growth

Book Description

This paper explores the relation between economic growth and poverty, and develops the methodology to measure separately the impact of changes in average inccome and income inequality on poverty. This decomposition provides a link between macro economic adjustment policies and poverty which is discussed in the context of the adjustment experience of Cote d'Ivoire. The issue of targeting a poverty alleviation budget is shown to be related to the poverty decomposition proposed in the paper. The methodology proposed is applied to the data taken from the 1985 Living Standards Survey in Cote d'Ivoire.
