Book Description

The nature of the transportation project-level air quality arena is evolving, and there are potentially significant impacts to project schedules and budgets should air quality issues arise. The TRB National Cooperative Highway Research Program's NCHRP Synthesis 576: Practices for Project-Level Analyses for Air Quality compiles and documents information regarding existing practices related to project-level air quality analysis by state departments of transportation (DOTs). Included within the report is Appendix A, a survey on project-level air quality. Supplementary to the report is the survey's findings, in Appendix B.




Transportation Conformity


Book Description

Transportation conformity is required under the Clean Air Act (CAA) Section 176(c) to ensure that Federally-supported transportation activities are consistent with (“conform to”) the purpose of a State Implementation Plan (SIP). Transportation conformity establishes the framework for improving air quality to protect public health and the environment. Conformity to the purpose of the SIP means Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) funding and approvals are given to highway and transit activities that will not cause new air quality violations, worsen existing air quality violations, or delay timely attainment of the relevant air quality standard, or any interim milestone. This Guide was prepared to help State and local officials understand transportation conformity and how conformity requirements relate to transportation investments in their communities. Specifically, the implications of conformity on metropolitan transportation plans, transportation improvement programs (TIPs), and transportation projects are discussed. The Guide provides overview information on the major elements of the conformity process and provides answers to basic questions. Several exhibits are included in the Guide to illustrate key elements of the conformity process. Appendices are also included that discuss the health effects of pollutants, options to reduce on-road mobile source emissions, and resource agency contacts.

Assessing Air Pollution Dispersion Models for Emissions Regulation

State departments of transportation (DOTs) conduct project-level air quality analyses to comply with the National Environmental Policy Act and meet transportation conformity rule requirements where applicable. DOTs are interested in a rigorous and systematic model review and update process for regulatory dispersion models to ensure the models generate credible results. Air Quality Integrated Assessment

This book is open access under a CC BY 4.0 license. This book reports on the results of an extended survey conducted across Europe within the framework of the APPRAISAL FP7 project to determine the extent to which an integrated assessment approach to air quality is being adopted, on the one hand, by regional and local authorities to develop air quality plans and, on the other, by researchers. Following a detailed analysis of the role and structure of the components of an integrated assessment study, the results of the survey are considered from a variety of perspectives. Above all, the book discusses the new light the survey sheds on emission abatement policies and measures planned at regional and local scales, and on their synergies/trade-offs with measures implemented at the national scale. Detailed consideration is given to the currently available modeling methodologies for identifying emission sources, assessing the effectiveness of emission reduction measures, and evaluating the impacts of emission abatement measures on human health. Current strengths and weaknesses revealed by the survey are explored, and the application of an integrated assessment tool in two case studies (in Brussels and Porto) is discussed. The book will appeal to all those interested in the use of integrated assessment in connection with the sources, effects and control of air pollution.
