After conducting a comprehensive literature search, the authors undertook a meta-analysis to examine the association between correctional education and reductions in recidivism, improvements in employment after release from prison, and other outcomes. The study finds that receiving correctional education while incarcerated reduces inmates' risk of recidivating and may improve their odds of obtaining employment after release from prison.

With the introduction of more aggressive policing, prosecution, and sentencing since the late 1970s, the number of Americans in prison has increased dramatically. While many have credited these "get tough" policies with lowering violent crime rates, we are only just beginning to understand the broader costs of mass incarceration. In Barriers to Reentry? experts on labor markets and the criminal justice system investigate how imprisonment affects ex-offenders' employment prospects, and how the challenge of finding work after prison affects the likelihood that they will break the law again and return to prison. The authors examine the intersection of imprisonment and employment from many vantage points, including employer surveys, interviews with former prisoners, and state data on prison employment programs and post-incarceration employment rates. Ex-prisoners face many obstacles to re-entering the job market—from employers' fears of negligent hiring lawsuits to the lost opportunities for acquiring work experience while incarcerated. In a study of former prisoners, Becky Pettit and Christopher Lyons find that employment among this group was actually higher immediately after their release than before they were incarcerated, but that over time their employment rate dropped to their pre-imprisonment levels. Exploring the demand side of the equation, Harry Holzer, Steven Raphael, and Michael Stoll report on their survey of employers in Los Angeles about the hiring of former criminals, in which they find strong evidence of pervasive hiring discrimination against ex-prisoners. Devah Pager finds similar evidence of employer discrimination in an experiment in which Milwaukee employers were presented with applications for otherwise comparable jobseekers, some of whom had criminal records and some of whom did not. Such findings are particularly troubling in light of research by Steven Raphael and David Weiman which shows that ex-criminals are more likely to violate parole if they are unemployed. In a concluding chapter, Bruce Western warns that prison is becoming the norm for too many inner-city minority males; by preventing access to the labor market, mass incarceration is exacerbating inequality. Western argues that, ultimately, the most successful policies are those that keep young men out of prison in the first place. Promoting social justice and reducing recidivism both demand greater efforts to reintegrate former prisoners into the workforce. Barriers to Reentry? cogently underscores one of the major social costs of incarceration, and builds a compelling case for rethinking the way our country rehabilitates criminals.

The Rhetoric of Resistance to Prison Education

This book explores the discourse and rhetoric that resists and opposes postsecondary prison education. Positioning prison college programs as the best method to truly reduce recidivism, the book shows how the public – and by extension politicians – remain largely opposed to public funding for these programs, and how prisoners face internal resistance from their fellow inmates when pursuing higher education. Utilizing methods including critical rhetorical history, media analysis, and autoethnography, the author explores and critiques the discourses which inhibit prison education. Cultural discourses, echoed through media portrayal of prisoners, produce criminals as both subhuman and always-already a threat to the public. Education in Prison

The role of education in prisons, prisoners' decisions regarding education, the impact of prison culture on either encouraging or discouraging such activities, and the potential consequences of education for prisoners' reentry into society all have important implications. This extended analysis of prisoner education represents a unique contribution to an under-researched field, whilst also making important and original connections between research on education in prison and the literature on adult learning in the community. Through offering crucial insights into the varied motivations and disincentives that inform prisoners' decisions to study in prison (whether it be through distance learning or prison-based classes), the reader is also able to consider factors that inform decisions to engage in a broader range of positive and constructive activities whilst in prison. These research findings provide insight into how prison culture and prison policies may impact upon rehabilitative endeavour and suggest ways in which prisons may seek to encourage constructive and/ or rehabilitative activities amongst their inhabitants if desired. Based on interviews and questionnaires completed by British adult prisoners studying through distance learning, this qualitative study offers a valuable complement and counterpart to prison education studies that focus on measuring recidivism rates. The learner-centred approach used yields a nuanced and complex understanding of the varied ways in which education in prison actually operates and is experienced, and considers the consequences of this for the students' lives. As such, the findings offer further insight into important evidence resulting from recidivism studies reviewed within the book, whilst contributing to the reemerging interest in studies of prison life and prison culture that are based on prisoner interviews.




Prison Education and Desistance

This book explores prisoners’ experiences of prison education and investigates whether participation in prison education contributes to an offender’s ability to desist from crime and increases social capital levels. While the link between prison education and reduced rates of recidivism is well established through research, far less is known about the relationship between prison education and desistance. The book demonstrates how prisoners experience many benefits from participating in prison education, including increased confidence, self-control and agency, along with various other cognitive changes. In addition, the book examines prisoners’ accounts that provide evidence of strong connections between prison education and the formation of pro-social bonds which have been shown to play a role in the desistance process. It also highlights the links between prison education and social capital, and the existence of a form of prison-based social capital arising from the prison culture. Crime and Work

Greater labor market opportunities result in lower crime rates, a clear link that is often ignored in policy debates on crime reduction. This study examines the labor market characteristics of the offender/ex-offender population and the labor market conditions these potential workers face. It identifies ex-offenders as a distinctly disadvantaged subset of the low-wage workforce : they have little education, weak job histories, and weak labor market attachment, plus the additional penalty of a criminal record. Even at a time when the overall economy is growing, workers in this sector face higher levels of un- and underemployment. This monograph argues fuller employment for ex-inmates will need innovative labor market solutions, including increases in the minimum wage, more education and training, and the expansion of work supports such as the Earned Income Tax Credit.




Classics and Prison Education in the US
