This manual, superseding the Research Council Program Administration Manual dated September 1996, April 2006 and November 2010 that documented earlier procedures, was prepared to fulfill the provisions of USC 23 CFR 420.209(b) (See Appendix A) that require each state to prepare and maintain "documentation that describes the State DOT's management process and the procedures for selecting and implementing RD & T activities." Although principally responding to the requirements of USC 23 CFR 420, the scope of the manual encompasses all relevant research administration activities regardless of the funding source. In most cases, the administrative procedures followed for SP & R-funded research and research that is not SP & R funded are identical.
