The aim of this study is to provide readers with an overview of how agricultural insurance and social protection interventions can complement each other, within the frame of disaster risk management for vulnerable agricultural actors. Specifically, it aims to underline the operational nuances, challenges, opportunities and constraints associated with employing agricultural insurance within social protection systems. Furthermore, it presents a number of practical lessons learned and considerations that can be used by relevant public stakeholders (such as local policymakers and development agencies) to introduce aspects of agricultural insurance in programmes and initiatives that seek to strengthen social protection for vulnerable farmers.




Elimination of child labour in agriculture through social protection


Book Description

The aim of the guidance note on elimination of child labour in agriculture through social protection is to enable practitioners at national, regional and global levels to adapt social protection systems to contribute actively to eliminate child labour in agriculture. Universal social protection can prove an effective means to both address rural poverty and child labour in agriculture, if done right. This requires integrating child labour analysis into social protection policies and programmes, designing social protection programmes that address the underlying drivers of child labour and/or directly target families and communities prone to child labour. This guidance note analyses evidence related to both social assistance and social insurances as well as supportive functions in labour market programmes/livelihood support, social care services and their influence on child labour in agriculture. As a result, the guidance note outlines specific steps to integrate child labour analysis into social protection programmes targeting rural households depending on agriculture for their livelihoods.




Extending social protection to rural populations

Despite the importance of social protection, today more than 70 percent of the world’s population still has no or limited access to comprehensive social protection. Coverage in rural areas, where about 80 percent of the world’s poor live, is even lower. Achieving an effective extension of the coverage of social protection benefits and services to the rural population is a key challenge which must be addressed in order to achieve SDG 1.3. “Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable”. This will require bridging gaps and removing existing barriers that limit the access of rural populations to social protection.Extending social protection for all is core to the work of the Food and Agriculture Organization of the United Nations (FAO) and the International Labour Organization (ILO). The present paper lays out the specific profiles, risks and vulnerabilities of rural populations and explores options to extend social protection coverage to them.

The potential for agricultural insurance in the Philippines

This study aims to assess the potential for the introduction of agricultural insurance services in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines, with a view to fostering smallholders’ resilience against extreme natural events, such as floods, droughts and hurricanes, and promote their capacity to recover from such shocks. The study focuses on analysing and showcasing the opportunities and benefits associated with the introduction of tailored disaster risk insurance protection for small-scale farmers in BARMM; the core roadblocks and constraints that limit the diffusion of such services in the region’s agriculture sector; and options for the implementation of agri-insurance coverage based on different scenarios of collaboration involving public, private and non-profit stakeholders active in the region. The study was conceived as a general reference document and starting point for all types of stakeholders – government authorities, development agencies, financial institutions and non-governmental organizations – interested in designing and promoting agricultural insurance services for vulnerable actors in the Bangsamoro region.




Improving social protection for rural populations in Europe and Central Asia

FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.

In recent decades we have made considerable progress in fighting global hunger and poverty. A majority - 72 out of 129 - of the countries monitored by FAO have achieved the Millennium Development Goal target of halving the prevalence of undernourishment by 2015, with developing regions as a whole missing the target by a small margin. But progress has been uneven among countries and regions. The prevalence of hunger and poverty has fallen substantially in some regions, especially in East Asia and the Pacific as well as Southeast Asia. But in South Asia and sub-Saharan Africa, progress has been slow overall, despite some country success stories. Six years from 2030, hunger and food insecurity trends are not yet moving in the right direction to end hunger and food insecurity (SDG Target 2.1) by 2030. The indicators of progress towards global nutrition targets similarly show that the world is not on track to eliminate all forms of malnutrition (SDG Target 2.2). Billions of people still lack access to nutritious, safe and sufficient food. Nevertheless, progress in many countries provides hope of the possibility of getting back on track towards hunger and malnutrition eradication. Implementing the policies, investments and legislation needed to revert the current trends of hunger, food insecurity and malnutrition requires proper financing for food security and nutrition. Despite a broad agreement on the urgent need to increase financing for food security and nutrition, the same cannot be said for a common understanding regarding how this financing should be defined and tracked. The report provides a long-awaited definition of financing for food security and nutrition and guidance for its implementation. There are recommendations regarding the efficient use of innovative financing tools and reforms to the food security and nutrition financing architecture. Establishing a common definition of financing for food security and nutrition, and methods for its tracking, measurement and implementation, is an important first step towards sustainably increasing the financing flows needed to end hunger, food insecurity and all forms of malnutrition, and to ensure access to healthy diets for all, today and tomorrow.
