The Royal Picture Gallery thus seems to have had its origin in the time of Queen Anne. Chalmers states that Queen Anne gave her portrait to every colony; and more than intimates a degree of churlishness in Massachusetts on its reception there. A trivial fact throws additional light on the temper of that assembly: [1706 - 7] they refused to address the queen, in return for her portrait, wherewith She had honored every colony, though the compliment, demanded by the civility of a woman, far less the respect due to the condescension Of their sovereign, had impugned no privilege, had imposed no duty, had enforced no act of Parliament.
