Enhancing Resilience of Dryland Agriculture Under Changing Climate

This contributed volume describes management practices based on interdisciplinary and convergence science approaches from different disciplines of agricultural science to enhance the resilience of dryland agriculture. The main focus of this book is to address the current issues and trends along with future prospects and challenges in adopting salient agricultural management practices in drylands globally under a climate-change scenario. Climate change and global warming have profound repercussions on increasing frequency, severity, and duration of droughts and/or floods, which may have implications for future productivity of dryland agriculture, e.g., more water shortages or abundances and high or low runoff rates, diminished crop yields, and reduced water productivity. In past few years, many technological advancements and management strategies have been evolved to tackle the climate-induced risks of dryland agriculture considering interdisciplinary and convergence approaches that integrate knowledge from multi-disciplines. This book is an attempt to bridge the gap in literature by unraveling controversies and characteristics of dryland ecosystems under the changing climate and dealing with detailed procedures of applying the advanced practices adapted to climate change for management of dryland agriculture. Strengthening decent rural employment opportunities for youth across different processes in the forest value chain in Uganda


Book Description

This report addresses the subject of decent rural employment for youth in the forestry sector. It is based on case studies carried out across different processes in the value chain within the sector in Uganda, ranging from seedbed development through to plantation management, saw logging and trading. Findings indicate that a considerable number of Uganda’s legal and policy frameworks emphasize the participation of youth in the labour market, especially given that young people constitute a large majority of the country’s population. However, only a few of these frameworks focus on decent work, whether for young people or the country’s workers more generally. The case studies revealed that efforts to provide decent employment were mixed. Larger and more formally oriented forestry enterprises were more likely to focus on decent work provisions for their labourers. Smaller enterprises, while aware of most of their decent work obligations, were unable to implement them due to resource constraints. The case studies also revealed numerous opportunities for youth to participate in the forestry sector. These included tapping into existing government and NGO programmes ranging from tree planting to plantation management. Additional employment opportunities were provided by businesses in the sector and the management of woodlots for poles and fuel. The limiting factors for youth participation in the sector largely arise from the huge investment cost incurred by such participation, particularly access to and utilization of land and financial resources. Other limitations included a lack of relevant training and skills and poor working conditions. These conditions are compounded by few numbers and limited capacity of officers within the Labour Directorate to administer and enforce labour regulations.The report proposes decent work indicators and recommends both policy and implementation strategies to increase youth participation and decent work practices in the sector.




Decent rural employment in different farming systems in Sub-Saharan Africa


Book Description

This paper analyses how the relationship between decent rural employment and agricultural productivity vary across production systems. The focus is on sub-Saharan Africa, taking Ethiopia and Tanzania as case studies. A latent class stochastic frontier approach is applied to identify different production systems and technologies for a sample of farms in the two countries. Subsequently, we estimate the efficiency of production for these systems and investigate in how far decent rural employment indicators explain different levels of efficiencies across different latent classes.

Engaging with small and medium agrifood enterprises to guide policy making

The methodology captures the multifaceted nature of small and medium agrifood enterprises (SMAE) business models, adding contextual insights to the literature and policy formulation processes on these small firms, which are often treated homogenously. The framework upon which the methodology is based links the business model of an SMAE to various policy areas including farmer-market linkages, decent employment (including gender equality and youth inclusion aspects), rural finance and investment, nutrition, food losses and waste as well as food safety and quality. This makes it possible to identify intervention areas that can help reconcile the commercial objectives of SMAEs with sustainable rural development outcomes. There is also scope for adapting the methodology to carry out further research on environmental sustainability and digitalization. Ultimately, more pertinent lessons can be drawn for policymaking purposes only by understanding the complex business arrangements of SMAEs and their interactions with the external environment, including the policy and institutional climate, consumer and supply base, as well as the community in which they operate.
