In sheer numbers, no form of government control comes close to the police stop. Each year, twelve percent of drivers in the United States are stopped by the police, and the figure is almost double among racial minorities. Police stops are among the most recognizable and frequently criticized incidences of racial profiling, but, while numerous studies have shown that minorities are pulled over at higher rates, none have examined how police stops have come to be both encouraged and institutionalized. Pulled Over deftly traces the strange history of the investigatory police stop, from its discredited beginning as “aggressive patrolling” to its current status as accepted institutional practice. Drawing on the richest study of police stops to date, the authors show that who is stopped and how they are treated convey powerful messages about citizenship and racial disparity in the United States. For African Americans, for instance, the experience of investigatory stops erodes the perceived legitimacy of police stops and of the police generally, leading to decreased trust in the police and less willingness to solicit police assistance or to self-censor in terms of clothing or where they drive. This holds true even when police are courteous and respectful throughout the encounters and follow seemingly colorblind institutional protocols. With a growing push in recent years to use local police in immigration efforts, Hispanics stand poised to share African Americans’ long experience of investigative stops. In a country that celebrates democracy and racial equality, investigatory stops have a profound and deleterious effect on African American and other minority communities that merits serious reconsideration. Pulled Over offers practical recommendations on how reforms can protect the rights of citizens and still effectively combat crime.

Policing is a controversial subject, generating considerable debate. One issue of concern has been “racial profiling” by police, that is, the alleged practice of targeting individuals and groups on the basis of “race.” Racialized Policing argues that the debate has been limited by its individualized frame. As well, the concen- tration on police relations with people of colour means that Aboriginal people’s encounters with police receive far less scrutiny. Going beyond the interpersonal level and broadening our gaze to explore how race and racism play out in institutional practices and systemic processes, this book exposes the ways in which policing is racialized. Situating the police in their role as “reproducers of order,” Elizabeth Comack draws on the historical record and contemporary cases of Aboriginal-police relations – the shooting of J.J. Harper by a Winnipeg police officer in 1988, the “Starlight Tours” in Saskatoon, and the shooting of Matthew Dumas by a Winnipeg police officer in 2005 – as well as interviews conducted with Aboriginal people in Winnipeg’s inner-city communities to explore how race and racism inform the routine practices of police officers and define the cultural frames of reference that officers adopt in their encounters with Aboriginal people. In short, having defined Aboriginal people as “troublesome,” police respond with troublesome practices of their own. Arguing that resolution requires a fundamental transformation in the structure and organization of policing, Racialized Policing makes suggestions for re-framing the role of police and the “order” they reproduce.

Proactive policing, as a strategic approach used by police agencies to prevent crime, is a relatively new phenomenon in the United States. It developed from a crisis in confidence in policing that began to emerge in the 1960s because of social unrest, rising crime rates, and growing skepticism regarding the effectiveness of standard approaches to policing. In response, beginning in the 1980s and 1990s, innovative police practices and policies that took a more proactive approach began to develop. This report uses the term "proactive policing" to refer to all policing strategies that have as one of their goals the prevention or reduction of crime and disorder and that are not reactive in terms of focusing primarily on uncovering ongoing crime or on investigating or responding to crimes once they have occurred. Proactive policing is distinguished from the everyday decisions of police officers to be proactive in specific situations and instead refers to a strategic decision by police agencies to use proactive police responses in a programmatic way to reduce crime. Today, proactive policing strategies are used widely in the United States. They are not isolated programs used by a select group of agencies but rather a set of ideas that have spread across the landscape of policing. Proactive Policing reviews the evidence and discusses the data and methodological gaps on: (1) the effects of different forms of proactive policing on crime; (2) whether they are applied in a discriminatory manner; (3) whether they are being used in a legal fashion; and (4) community reaction. This report offers a comprehensive evaluation of proactive policing that includes not only its crime prevention impacts but also its broader implications for justice and U.S. communities.

In Suspect Race, social psychologist and public policy expert Jack Glaser leverages a century's worth of social psychological research to provide a clear understanding of how stereotypes, even those operating outside of conscious awareness or control, can cause police to make discriminatory judgments and decisions about who to suspect, stop, question, search, use force on, and arrest. Law Enforcement in the Age of Black Lives Matter

There is a reason why people claim great respect for officers of the law: the job, by description, is hard—if not deadly. It takes a certain kind of person to accept the consequences of the job— seeing the very worst situations, on a regular basis, and knowing that one’s life is on the line every hour of every day. Working in law enforcement is emotionally and psychologically draining. It affects these public servants both on and off the job. Said plainly, shaking an officers’ hand when you see them or posting a sign in the front yard that reads “Support the Badge” is lip service. Even going as far as to donate money to a crowdsourcing fundraising site does little to support the long-term professional development needs of officers. These are surface level signs of solidarity, and do little in terms of showing respect for the job and those who do it. For those who want to do more, this text provides reasons and a rationale for doing better by these public servants. Showing respect does not mean that one agrees with whatever another person or institution claims to be the “right” way. Showing respect and admiration means that we charge individuals to live up to their fullest potentials and integrate innovation wherever possible. In the case of policing in the era of Black Lives Matters, policing as usual simply is not an option any longer. It is disrespectful, to both the officers and those who are being policed, to rest on the laurels of past policing tactics. As we enter a time period in which police interactions are recorded (dash cams or body cams, for example) and new populations are being targeted (Latinx people), there is much to learn about what is working and what is not.
