Raising Standards in Literacy represents the best current thinking and research about literacy. The book is the outcome of a high-profile series of seminars on raising standards in literacy, and includes contributions from an impressive group of international researchers and policymakers. By offering a rich and unique mix of contemporary perspectives on literacy education, this book provides an invaluable source of study and insight into the latest research and developments in the teaching of literacy. It includes sections on: * how research into literacy teaching can inform new approaches found in England, the USA and Australia * the ways in which literacy education is developing in England, the USA and Australia * the issues involved in assessing progress in literacy and the validity of research claims made about standards of attainment. The book celebrates the apparent success of current literacy initiatives at the same time as raising questions about the feasibility and relevance of such initiatives to the literacy co-ordinators and consultants and for all those undertaking further study or research in literacy education.

Recommendations by the National Council on Education Standards and Testing (NCEST) are provided concerning whether national standards and a system of assessments are desirable and feasible and how national standards and a system of assessments are to be developed and implemented. The NCEST found that the absence of explicit national standards keyed to world-class levels of performance severely hampers the ability to monitor the nation's progress toward the six national education goals. Without well-defined and demanding standards, American education has gravitated toward "de facto" national minimum expectations, with curricula focusing on low-level reading and arithmetic skills and on small amounts of factual material in other content areas. Most current assessment methods cannot determine if students are acquiring the skills/knowledge they need to prosper in the future. These assessments reinforce the emphasis on low-level skills and processing bits of data rather than on problem solving and critical thinking. It is concluded that high national education standards and a voluntary linked system of assessments are desirable and feasible mechanisms for raising expectations, revitalizing instruction, and rejuvenating education reform efforts for all American schools and students. The NCEST will work toward local commitment to high national expectation for achievement for all students, and toward developing Federal, state, and local policies that ensure high quality resources (instructional materials and well-prepared teachers). Acknowledgments; authorization for the NCEST; public comments; the six national education goals; and reports of the standards, assessment, implementation, English, mathematics, science, history, and geography task forces of the NCEST are appended. Written by experienced teachers and educational researchers Phillip Adey and Michael Shayer, Really Raising Standards analyses attempts to teach children to think more effectively and efficiently. Their practical advice on how to improve children's performance by the application of the findings of the CASE research project will radically alter the approach of many professional teachers and student teachers as to the education of children in schools. An important contribution to the application of psychological theory in education.

Australia’s health system functions remarkably well, despite operating under a complex set of institutions that make coordinating patient care difficult. Australia should adopt a national approach through an enhanced federal government role in steering policy, funding and priority setting.

The United Kingdom’s health systems have long made the quality of care a high priority, pioneering many tools and policies in this area. Yet despite being a global leader in monitoring and improvement, the United Kingdom does not consistently perform well on international quality benchmarks. Why?
