Five years after the one of the worst nuclear accidents in history, Fukushima now only occasionally headlines national and international media. However, the disaster is far from over, as evidenced by a hundred thousand people from Fukushima still in the state of evacuation, rising levels of radiation in streams and rivers, and failing attempts to control the leakage of radioactive materials at the Fukushima Daiichi Nuclear Power Plant. Despite these dismal conditions, efforts to recover and rebuild livelihoods in the afflicted regions of Fukushima did start immediately after the outset of the accident. Rebuilding Fukushima gives an account of how citizens, local governments, and businesses responded to and coped with the crisis of Fukushima. It addresses principles to guide reconstruction and international policy environments in which the current disaster is situated. It explores how reconstruction is articulated and experienced at different spatial scales, ranging from individuals to communities and municipalities, and details recovery efforts, achievements, and challenges in the realms of public transportation, agriculture and food production, manufacturing industries, retail sectors, and renewable-energy industries. This book also critically investigates the nature of the current reconstruction policy schemes, and seeks to articulate what may be required in order to achieve more sustainable and equitable (re)development in afflicted regions and other nuclear host regions. Drawing on extensive fieldwork and local surveys, this volume is one of the first books in English that captures the knowledge and insights of native Japanese social scientists who dealt with the complexities of nuclear disaster on a day-to-day basis. Tsunami and Fukushima Disaster: Design for Reconstruction

This book consists of two parts. The first part describes the context in which the Prefectures of Minamisoma and Kesennuma need to operate and what the meaning is of the multiple disasters that occurred in the area. The second part illuminates the design process and content of the Minamisoma and Kesennuma designs. Thirdly, the chapters are alternated with reflections on the design and analyses of the disaster on specific themes: energy, demographics and economic factors, environment, water and ecology. The book ends with observations and transcripts of participants in the process, highlighting the benefits of the approach, the appraisal of the process, the appreciation of the design and the parts that could be improved. This final element will lead to recommendation how to implement these kinds of approaches in the area itself and how to spread out over the Tohuku region (the tsunami hit region) and other regions in Japan and Worldwide.

The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. Despite the devastation caused by the magnitude 9.0 earthquake and 60-foot tsunami that struck Japan in 2011, some 96% of those living and working in the most disaster-stricken region of Tōhoku made it through. Smaller earthquakes and tsunamis have killed far more people in nearby China and India. What accounts for the exceptionally high survival rate? And why is it that some towns and cities in the Tōhoku region have built back more quickly than others? Black Wave illuminates two critical factors that had a direct influence on why survival rates varied so much across the Tōhoku region following the 3/11 disasters and why the rebuilding process has also not moved in lockstep across the region. Individuals and communities with stronger networks and better governance, Daniel P. Aldrich shows, had higher survival rates and accelerated recoveries. Less-connected communities with fewer such ties faced harder recovery processes and lower survival rates. Food Safety after Fukushima

The triple disaster that struck Japan in March 2011 forced people living there to confront new risks in their lives. Despite the Japanese government’s reassurance that radiation exposure would be small and unlikely to affect the health of the general population, many questioned the government’s commitment to protecting their health. The disaster prompted them to become vigilant about limiting their risk exposure, and food emerged as a key area where citizens could determine their own levels of acceptable risk. Food Safety after Fukushima examines the process by which notions about what is safe to eat were formulated after the nuclear meltdown. Its central argument is that as citizens informed themselves about potential risks, they also became savvier in their assessment of the government’s handling of the crisis. The author terms this “Scientific Citizenship,” and he shows that the acquisition of scientific knowledge on the part of citizens resulted in a transformed relationship between individuals and the state. Groups of citizens turned to existing and newly formed organizations where food was sourced from areas far away from the nuclear accident or screened to stricter standards than those required by the state. These organizations enabled citizens to exchange information about the disaster, meet food producers, and work to establish networks of trust where food they considered safe could circulate. Based on extensive fieldwork and interviews with citizens groups, mothers’ associations, farmers, government officials, and retailers, Food Safety after Fukushima reflects on how social relations were affected by the accident. The author vividly depicts an environment where trust between food producers and consumers had been shaken, where people felt uneasy about their food choices and the consequences they might have for their children, and where farmers were forced to deal with the consequences of pollution that was not of their making.
