These guidelines were prepared to assist independent auditors in developing a program for performing the legal compliance audit work necessary to issue a report on compliance with state laws, regulations, and administrative requirements governing activities of redevelopment agencies. California law (Health and Safety Code Section 33080.1) requires that every redevelopment agency must have an independent financial audit performed annually in accordance with the document, Government Auditing Standards, issued by the Comptroller General of the United States, and then the independent auditor must issue a report on legal compliance.
