As the chapters in this volume demonstrate, young, disadvantaged men from urban neighborhoods face a unique set of challenges and constraints as they transition to adulthood. Yet, these challenges are not always contained by place. Research among Latino and White disadvantaged men in nonurban settings highlights the pressures that come along with fatherhood for disadvantaged men. In contrast to popular understandings of absent or disengaged fathers, findings reveal how fatherhood and increasing levels of interdependence during early adulthood can buffer men as they make the difficult transition to adulthood. The innovative field-based research featured in this volume illuminates the contexts, processes, and meanings in life pathways for disadvantaged men as they move from adolescence into adulthood and should help to inform policies and practices directed at minimizing their marginalization from mainstream society. This is the 143rd volume in this series. Its mission is to provide scientific and scholarly presentations on cutting edge issues and concepts in child and adolescent development. What Works for Workers?

The majority of new jobs created in the United States today are low-wage jobs, and a fourth of the labor force earns no more than poverty-level wages. Policymakers and citizens alike agree that declining real wages and constrained spending among such a large segment of workers imperil economic prosperity and living standards for all Americans. Though many policies to assist low-wage workers have been proposed, there is little agreement across the political spectrum about which policies actually reduce poverty and raise income among the working poor. What Works for Workers provides a comprehensive analysis of policy measures designed to address the widening income gap in the United States. Featuring contributions from an eminent group of social scientists, What Works for Workers evaluates the most high-profile strategies for poverty reduction, including innovative “living wage” ordinances, education programs for African American youth, and better regulation of labor laws pertaining to immigrants. The contributors delve into an extensive body of scholarship on low-wage work to reveal a number of surprising findings. Richard Freeman suggests that labor unions, long assumed to be moribund, have a fighting chance to reclaim their historic redistributive role if they move beyond traditional collective bargaining and establish new ties with other community actors. John Schmitt predicts that the Affordable Care Act will substantially increase insurance coverage for low-wage workers, 38 percent of whom currently lack any kind of health insurance. It captures the expanding boundaries of black politics and the persistent interests of the black community at large. The anchoring symposium, "The Expanding Boundaries of Black Politics," presents the scholarship of a cadre of young black political scientists actively engaged in the critical tasks of moving forward the study of black politics. Their concerns include expanding the boundaries of black politics along the lines of epistemology and methodology, especially in regard to core issues and areas within this field. Expanding Work Programs for Poor Men

Expanding Work Programs for Poor Men makes the case that poor fathers, like poor mothers, need 'both help and hassle.' That is, poor men need more help from the government, but they must also be expected-and required-to help themselves. Drawing on welfare reform as a successful precedent, Lawrence M. Mead explores the psychology of male nonwork and evaluates the successes and failures of existing government programs for poor men, including child support and conditions of parole. These programs have succeeded in increasing work levels among poor men by requiring that they provide income to support their families or maintain a job to avoid returning to prison. Although both programs rely on legal enforcement, they are most effective when enforcement is coupled with incentives. Mead suggests that child support and parole conditions offer a useful model for future men's work programs, which should be mandatory and enforced, but combined with rewards for steady work, such as higher wage subsidies for low-income workers.
