La obra que el lector tiene en sus manos es el fruto de un esfuerzo colectivo de más de cuatro años, realizado por un equipo integrado por treinta y dos abogados expertos en temas de Derecho del Mercado de Valores. Este proyecto académico y editorial surgió a mediados del año 2010, en el seno de la Especialización en Legislación Financiera de la Universidad de los Andes, donde los docentes del mercado de valores, preocupados por la ausencia en la región latinoamericana de materiales de enseñanza integrales y comprensivos, en idioma español, sobre el régimen jurídico del mercado de valores, concibieron una obra colectiva que contribuyera a llenar este vacío, por lo que decidieron formar el grupo base que asumió el desafío de diseñarla, estructurarla, compilarla y hacerla realidad. Luego de un periodo inicial de reflexión y discusión, se definió el propósito y objetivo general de la obra: un texto de divulgación para dar a conocer las instituciones y los principios jurídicos que actualmente forman parte del régimen de los mercados de valores, que son de interés público. La presente obra está dirigida a los operadores del mercado de valores, sus reguladores y supervisores, los abogados practicantes, los docentes, estudiantes y otros estudiosos de la materia
