And to enable him to form such register, he, for his own department, and the heads of the other departments, re spectivel y, shall, in due time, cause such lists as afore said, of all oflcers and agents, in their respective depart me nts, including clerks, cadets and midshipmen, to he made and lodged in the ndieo of the department of state.
