S. 3200, to establish a revolving fund for the development of low-moderate income housing for D.C. residents whose homes were affected by civil disorders. S. 3556, to establish a property insurance placement plan for residential and business properties against fire and civil disorder and to authorize D.C. to assume a portion of insurance losses resulting from riots and civil disorders.
