Report of the Advisory Board on the Investigative Capability of the Department of Defense

This document contains the Advisory Board's findings and recommendations based upon an exhaustive review and analysis of the criminal and administrative investigative capabilities of the Department of Defense. The Advisory Board scrutinized thousands of pages of testimony and documents. We held 12 hearings, interviewed 667 individuals, and had contact with 218 military activities. The Advisory Board heard from many expert witnesses, including Members of Congress and their staff, officials representing the Department of Defense, the Department of Justice, and citizens groups. Our hearings, deliberations, and records were open to the public. This report represents one year of work by the Advisory Board, our staff, and a vast number of individuals within the Department of Defense, who graciously gave us their time and comments. On behalf of the Advisory Board, I would like to thank all who contributed to this effort and give special recognition to our superb staff, headed so ably by Ms. Paula E. Boggs.
