This can only be secured by a thorough inspection of all factories and workshops in the State, and a sufficient force of inspectors should be provided for this work. We therefore heartily recommend that an amendment to the Law creating this Bureau, or a separate Act, be passed by the Legislature, authorizing such inspection and providing the money therefor.
