Following complaints of mismanagement of an administrative nature, a joint committee was dispatched by the General Assembly to investigate the condition of the Eastern Lunatic Asylum in Williamsburg, Virginia. The members of that committee, Bolivar Christian, Cyrus A. Branch, James W. Custis, Robert Crockett, and Thomas H. Flood reported in back in support of the hospital's superintendent, John M. Galt, and its board, noting that the hospital's current budget and staffing levels were inadequate and the complaints lodged against it without merit.

February 27, 1866 Report of the Joint Committee to examine the Eastern Lunatic Asylum regarding its condition and management. The committee determined that a "radical change" of administration was needed and although most records were mutilated, the supplies and asylum money were improperly used during the war.
