The need for and use of socio-economic information in fisheries management and development planning are discussed and the difficulties in acquiring such information are reviewed. The report concludes that the choice of the relevant kinds of socio-economic data and of the appropriate approaches to their acquisition will largely depend on the varied development and management decisions faced by fishery administrators and the specific problems and conditions of the fishery or fisheries under consideration. An indicative and tentative list of information requirements is appended and recommendations made regarding desirable follow-up action.

The Expert Consultation was convened by FAO in order to elaborate a framework for technical guidelines on the economic, social and institutional considerations (e.g. information processes and approaches) needed in the application of the ecosystem approach to fisheries management (EAF). The Expert Consultation provided specific guidance for the finalization of a technical paper based on a revision and elaboration of the background document presented and produced a detailed outline for the preparation of new technical guidelines. The Expert Consultation also noted the need to clearly explain the current interpretation of the term EAF, expressing the ideas of a holistic, participatory and integrated approach to fisheries management. The Expert Consultation recognized that the move towards EAF would, in many instances, be accomplished on an incremental and adaptive management basis in view of each specific context being addressed.

This book provides a comprehensive attempt to adopt an 'integrated' interdisciplinary approach to the study of fisheries. Fisheries are discussed as holistic 'systems', with emphasis on their structure, operation and dynamics. The book's interdisciplinary approach is applied to an analysis of problems faced in pursuing 'sustainable fisheries', with emphasis on six dominant themes: sustainability, uncertainty, complexity, conflict, fishing rights and the nature of management. Within this discussion, several major directions in current fishery thinking are explored, notably the precautionary approach, the ecosystem approach, co-management, and robust management for resilient fisheries.
