The Working Group on Fisheries for Small Pelagic Fish (WGSP) reviewed the state of knowledge on the main fisheries harvesting small pelagic fish in the Southwest Indian Ocean (SWIO) region, identified the species to be analysed in greater detail by the Working Group and carried out a Productivity-Susceptibility Analysis (PSA) of ten Small Pelagic fish stocks from the region. A total of 38 species of small pelagic fish were identified for future work of the Working Group. Of the ten (10) stocks analysed using the Productivity-Susceptibility Analysis, eight (8) were scored as being at low risk, while two (2) scored as medium risk. The WGSP will continue working by correspondence during the intersessional period, until the second meeting, to be held during the first semestre of 2021.

In Eating the Ocean Elspeth Probyn investigates the profound importance of the ocean and the future of fish and human entanglement. On her ethnographic journey around the world's oceans and fisheries, she finds that the ocean is being simplified in a food politics that is overwhelmingly land based and preoccupied with buzzwords like "local" and "sustainable." Developing a conceptual tack that combines critical analysis and embodied ethnography, she dives into the lucrative and endangered bluefin tuna market, the gendered politics of "sustainability," the ghoulish business of producing fish meal and fish oil for animals and humans, and the long history of encounters between humans and oysters. Seeing the ocean as the site of the entanglement of multiple species—which are all implicated in the interactions of technology, culture, politics, and the market—enables us to think about ways to develop a reflexive ethics of taste and place based in the realization that we cannot escape the food politics of the human-fish relationship.




Indian Ocean Regionalism

Pan-regional constructions in the Indian Ocean are of relatively recent origin, are contested and remain relatively weak at present. Sub-regional constructions, on the other hand, have tended to be more focussed, especially in terms of security, and have generally been more successful. The principal purpose of this volume is to critically evaluate the debates surrounding these issues and to elucidate some of the main strengths and weaknesses of regionalism at both scales. The discussion begins at the pan-regional scale with an evaluation of pan-regional contestation, followed up by a chapter on the main pan-regional grouping – Indian Ocean Region-Association for Regional Cooperation (IOR-ARC) – which was renamed Indian Ocean Rim Association (IORA) in 2013. Thereafter, key examples of sub-regional groupings – South Asia, ASEAN, SADC and GCC – are critically discussed in turn. The principal readership for this volume will be: scholars of geography, politics and international relations; students of Indian Ocean studies; regionalism experts; bureaucrats and politicians both within and outside the Indian Ocean Region who wish to gain insights into Indian Ocean matters; scholars who appreciate a view of regional relations ‘from the inside’. This book was published as a special issue of the Journal of the Indian Ocean Region.

The fourth meeting of the FAO/CECAF Working Group on the Assessment of Small Pelagic Fish – Subgroup South was held in Elmina, Ghana from 12-20 September 2018. The overall objective of the Working Group is to contribute to the improved management of small pelagic resources in West Africa through the assessment of the state of the stocks and fisheries in order to ensure sustainable use of these resources for the benefit of coastal countries. The species assessed by the Working Group were: sardinella (Sardinella aurita and Sardinella maderensis), bonga (Ethmalosa fimbriata), anchovy (Engraulis encrasicolus) and horse mackerel (Trachurus trecae and Decapterus rhonchus), and other Carangidae, in the region between the northern border of Guinea-Bissau and the southern border of Angola. La quatrième réunion du Groupe de travail FAO/COPACE sur l’évaluation des petits pélagiques – Sous-groupe Sud, s’ets tenue à Elmina, Ghana, du 12 au 20 septembre 2018. L’objectif général du Groupe de travail est d’améliorer la gestion des ressources en petits pélagiques en Afrique de l’Ouest grâce à l’évaluation de l’état des stocks et des pêcheries de façon à assurer une utilisation durable de ces ressources au bénéfice des pays côtiers. This document is the final report of the Intergovernmental Consultation of the establishment of the Southwest Indian Ocean Fisheries Commission, which was held in St Denis (Reunion), in February 2001. A draft agreement for the establishment of a regional fisheries body in the Southwest Indian Ocean was reviewed. The major items of discussion were the area of competence, membership, functions and finance of the regional body. Eight members of the former Committee for the Development and Management of Fisheries in the Southwest Indian Ocean as well as the European Community were present at the meeting.

The Committee reviewed the intersessional activities of its four Sub-committees and those of the regional projects supporting the Commission, as well as the outcome of the Coordinating Meeting of the Sub-committees (CMSC). The SAC reviewed and reformulated managment advice; it furthermore appreciated the gradual imlementation of the 40 mm square mesh codend of bottom trawls. It was also noted that progress was achieved on the measurement, calibration and allocation of fishing effort and adopted the statistical scheme (Task 1 matrix) for the data collection on Operational Units (OUs). The SAC has also encouraged the use of socio-economic indicators in fisheries management, including in recreational fisheries. It was proposed to relaunch the acitivities of the GFCM/ICCAT International Joint Working Group on Large Pelagic Species and the workplan for 2007 was agreed.
