To do so, GAOcompiled leading practices fromprevious GAO work on public andprivate sector governance, non-GAOtransit governance studies, andstrategic planning standards; thencompared WMATA's approach tothose practices. GAO also spoke withsix transit agencies selected based onboard composition and ridership,among other things."
