Pepper, special agent of the Department of Commerce and Labor, on trade conditions in the Island of Cuba. The report embodies the result of Mr. Peppers investigation in that island, made in pursuance of the act of February 3, 1906, which authorized the employment of special agents to investigate trade conditions abroad with the object of promoting the foreign commerce of the United States.
