The Strategic Highway Research Program (SHRP) developed two materials characterization programs: one for field sampling, and another for laboratory testing. The SHRP field materials sampling and laboratory materials testing program encompassed all 50 states; 10 Canadian provinces; and Puerto Rico. This report documents the development and execution of these programs for both the General Pavement Studies (GPS) and the Specific Pavement Studies (SPS).
