Excerpt from Rules and Regulations of the Public Schools of the City of Springfield: 1867 Organization Of The Committee - Annual And Other Meetings - Appointment Of Superintendent, And Other General Duties. 1. On the first Monday of January of each year, at eleven o'clock A. M., the Committee shall meet for the purpose of organization and other appropriate business - the place of such meeting and of all other meetings of the Board to be at the office of the Superintendent. 2. At said annual meeting the Board shall choose by ballot a Chairman, and also, at this or some other meeting in the month of January, appoint, in the same mode, the Superintendent of Schools for the year. The Superintendent so chosen shall also be ex officio Secretary of the Board. 3. The Board shall hold monthly meetings on the first Monday of each month, at three o'clock P. M., except as the time may be varied by vote of the Committee. Special meetings shall also be held whenever the Chairman and Superintendent shall think it advisable, or whenever application shall be made, in writing, by any two members of the Board, to the Superintendent, for such special meeting. The Secretary shall notify such meetings, either by an oral notice to the members personally, or a printed or written notice sent to them respectively, through the post-office or otherwise, two days at least before the meeting.
