In his 2013 State of the Union Address, President Obama stated that the United States would engage Russia to seek further reduction in our nuclear arsenals. These reductions could include limits on strategic, non-strategic and non-deployed nuclear weapons. Yet, arms control negotiation between the United States and Russia have stalled, leading many observers to suggest that the United States reduce its nuclear forces unilaterally, or in parallel with Russia, without negotiating a new treaty. Many in Congress have expressed concerns about this possibility, both because they question the need to reduce nuclear forces below New START levels and because they do not want the President to agree to further reductions without seeking the approval of Congress. This book reviews the role of nuclear arms control in the U.S.-Soviet relationship, looking at both formal, bilateral treaties and unilateral steps the United States took to alter its nuclear posture. An analytic framework is discussed reviewing the characteristics of the different mechanisms, focusing on issues such as balance and equality, predictability, flexibility, transparency and confidences in compliance, and timeliness.

The following three papers comprise one of the panels form a conference on U.S.-Russia relations that SSI co-sponsored with the Carnegie Council at Pocantico, NY, from June 1-3, 2011, Carnegie Council's Program on "U.S. Global Engagement: A Two-Year Retrospective." The papers offer three contrasting looks at one of the major issues in today's arms control agenda, namely the future of the Conventional forces in Europe Treaty (CFE). The Next Generation Working Group (NGWG) was convened by the CSIS Project on Nuclear Issues (PONI) to study the next steps in U.S.-Russian nuclear arms control. It consists of 14 leading young academics, analysts, and officials with professional experience in arms control and other nuclear issues. The working group's report concludes that an additional round of U.S.-Russian nuclear arms control is in the national security interest of the United States, but will be extremely difficult, given the two sides' divergent capabilities, interests, and objectives. The report lays out the key issues that are likely to be discussed and offers some practical recommendations, on both substance and process, that should allow the United States and Russia reach a mutually beneficial agreement.
