"Focus primarily on title I of that bill which would accomplish two goals: (1), Each agency having a research and development budget shall increase its small business prime contract dollar awards by at least 1 percent per year until a minimum of 10 percent of its R. & D. budget is set aside for small business; and (2), 14 agencies having an R. & D. budget of over $100 million shall establish a small business innovation research awards program to enable small concerns to develop unsolicited ideas, products, or processes that fall within areas of national need designated by that particular agency"--Page 1.
