The two pie system would allocate a harvesting uota based on a vessel's catch history and processing quota base on a plant's processing history. All fish that are harvested must be caught by an entity holding the requisite amount of harvesting quota and all fish that are landed must be purchased by a plant holding processing quota. The rocessing and harvesting sectors would both likely consoli date w en the open access fishery is rationalized. Under the two pie system, owners of processing capacity that leave the industry would receive compensation for leaving through the sale of proc essing quota just like vessel owners w at leave the fishery would be compensated by the selling of harvesting quota.
