This study compiled an inventory of rural two-lane highways under the operation of the Texas Department of Transportation (TxDOT), investigated typical dimensions and characteristics of such roadways, and utilized this information to perform a detailed accident statistic analysis. Crash statistics comparisons were made for highways with and without edge lines. In addition to general accident frequency analysis, varying traffic lane and shoulder widths, and roadway curvature, factors such as accident type, intersection presence, light condition, surface condition, crash-supporting factors, severity, driver age, and driver gender were considered.

"The Highway Safety Manual (HSM) is a resource that provides safety knowledge and tools in a useful form to facilitate improved decision making based on safety performance. The focus of the HSM is to provide quantitative information for decision making. The HSM assembles currently available information and methodologies on measuring, estimating and evaluating roadways in terms of crash frequency (number of crashes per year) and crash severity (level of injuries due to crashes). The HSM presents tools and methodologies for consideration of 'safety' across the range of highway activities: planning, programming, project development, construction, operations, and maintenance. The purpose of this is to convey present knowledge regarding highway safety information for use by a broad array of transportation professionals"--p. xxiii, vol. 1.

"TRB's National Cooperative Highway Research Program (NCHRP) 756: Highway Safety Research Agenda: Infrastructure and Operations develops a proposed agenda of prioritized safety research needs in the area of highway infrastructure and operations. The report provides options to the U.S. transportation community on how to direct research to the areas where it can provide the most benefit. The agenda is based on a prioritization methodology developed by the research team which can be applied on a recurring basis to update the agenda over time. Both the agenda and the methodology documented in this report will assist government officials, private sector employees, and academics with managing highway safety research. In addition to the report, 16 unpublished appendices (Appendices A-O and R) have been made available electronically."--Publisher description.
