Hazen challenges the commonly held view that rebel groups can get what they want, when they want it, and when they most need it. Hazen's assessments of resource availability in the wars in Sierra Leone, Liberia, and Côte d'Ivoire lead to a better understanding of rebel group capacity and options for war and war termination. Resources entail more than just cash; they include various other economic, military, and political goods, including natural resources, arms and ammunition, safe haven, and diplomatic support. However, rebel groups rarely enjoy continuous access to resources throughout a conflict. Understanding fluctuations in fortune is central to identifying the options available to rebel groups and the reasons why a rebel group chooses to pursue war or peace. The stronger the group's capacity, the more options it possesses with respect to fighting a war. The chances for successful negotiations and the implementation of a peace agreement increase as the options of the rebel group narrow. Sustainable negotiated solutions are most likely, Hazen finds, when a rebel group views negotiations not as one of the solutions for obtaining what it wants, but as the only solution.

Hutu Rebels

In 1994, almost one million ethnic Tutsis were killed in the genocide in Rwanda. In the aftermath of the genocide, some of the top-echelon Hutu officers who had organized it fled Rwanda to the eastern Congo (DRC) and set up a new base for military operation, with the goal of retaking power in Kigali, Rwanda. More than twenty years later, these rebel forces comprise a diverse group of refugees, rebel fighters, and civilian dependents who operate from mountain areas in the Congo forests and have a long and complex history of war and violence. While media and human rights reports typically portray this rebel group as one of the most brutal rebel factions operating in the eastern Congo region, Hutu Rebels paints a more complex picture. Having conducted ethnographic fieldwork in a rebel camp located deep in the Congo forest, Anna Hedlund explores the micropolitics and practices of everyday life among a community of Hutu rebel fighters and their families, living under the harshest of conditions. She describes the Hutu fighters not only as a military unit with a vision of return to Rwanda but also as a community engaged in the present Congo conflicts. Hedlund focuses on how fighters and their families perceive their own life conditions, how they remember and articulate the events of the genocide, and why they continue to fight in what appears to be an endless conflict. Hutu Rebels argues that we need to move beyond compiling catalogs of atrocities and start examining the "ordinary life" of combatants if we want to understand the ways in which violence is expressed in the context of a most brutal conflict.




Why Women Rebel

Why Women Rebel presents a global analysis of the extent to which women are engaged in armed, organized rebellions, and why they choose to join such rebellions. Henshaw has collected and analyzed data on women’s participation in over 70 post-Cold War rebel groups. The book provides a theoretical analysis drawing upon both mainstream literature in the social sciences and critical, feminist inquiry on women and political violence to offer a new gendered theory on why women rebel. The book reveals that women are active in over half of all rebel groups sampled and that, while the majority of rebel groups have women serving in support roles away from direct combat, approximately a third of these groups employ women in the conduct of armed attacks, and just over a quarter have women in a leadership capacity. Henshaw reaffirms the idea that women are more likely to be engaged in left-wing political organizations, but does suggest that more conservative or traditional movements may also successfully incorporate women by appealing to concerns about community rights. Addressing several gaps in the current literature on this topic, this book will be of interest to academics in the fields of political science, international relations, security studies, and gender and women’s studies.
