The Environmental Protection Agency's estimate of the costs associated with implementing numeric nutrient criteria in Florida's waterways was significantly lower than many stakeholders expected. This discrepancy was due, in part, to the fact that the Environmental Protection Agency's analysis considered only the incremental cost of reducing nutrients in waters it considered "newly impaired" as a result of the new criteria-not the total cost of improving water quality in Florida. The incremental approach is appropriate for this type of assessment, but the Environmental Protection Agency's cost analysis would have been more accurate if it better described the differences between the new numeric criteria rule and the narrative rule it would replace, and how the differences affect the costs of implementing nutrient reductions over time, instead of at a fixed time point. Such an analysis would have more accurately described which pollutant sources, for example municipal wastewater treatment plants or agricultural operations, would bear the costs over time under the different rules and would have better illuminated the uncertainties in making such cost estimates.

I do not disregard the dangers we are facing now, but I would like to remind that since the beginning ofexistence Man has been facing numerous threats of an ecological character. First, they were caused by natural phenomena, such as huge forest fires, floods, earth quakes, and later on, caused by the development ofour civilisation, Man who was becoming more and more powerful in his abilities started creating new, anthropogenic threats. We may look pessimistically at the development of our civilisation, having in mind the catastrophes caused by Man's activity; we may also look at the examples showing the development of knowledge and the skills derived from it, which enable the elimination ofthreats and, at the same time making Man's life richer. It is not possible to make an in-depth analysis of the phenomena mentioned above in a short opening speech of the Congress. Nevertheless, I would like to share with you an optimistic reflection. I think that we can observe two trends in the development of our civilisation - good alternates with evil, environmental threats with the hope for their overcoming, and events swing to both sides like a pendulum in a clock.




Florida Bay Research Programs and Their Relation to the Comprehensive Everglades Restoration Plan

This report is a product of the Committee on Restoration of the Greater Everglades Ecosystem (CROGEE), which provides consensus advice to the South Florida Ecosystem Restoration Task Force. The Task Force was established in 1993 and was codified in the 1996 Water Resources Development Act (WRDA); its responsibilities include the development of a comprehensive plan for restoring, preserving and protecting the South Florida ecosystem, and the coordination of related research. The CROGEE works under the auspices of the Water Science and Technology Board and the Board on Environmental Studies and Toxicology of the National Research Council. The CROGEE's mandate includes providing the Task Force not only with scientific overview and technical assessment of the restoration activities and plans, but also providing focused advice on technical topics of importance to the restoration efforts. One such topic was to examine "the linkage between the upstream components of the greater Everglades and adjacent coastal ecosystems." This report addresses this issue by breaking it down into three major questions: What is the present state of knowledge of Florida Bay ("the Bay") on scientific issues that relate to the success of the overall CERP? What are the potential long-term effects of Everglades restoration as currently designed on the nature and condition of the Bay? What are the critical science questions that should be answered early in the restoration process to design a system that benefits not only the terrestrial and freshwater aquatic Everglades but the Bay as well? This study was inspired in part by the 2001 Florida Bay and Adjacent Marine Systems Science Conference held on April 23-26, 2001 in Key Largo, Florida. An overlapping meeting of the CROGEE was held at the same location on April 26-28, 2001. The conference was organized by the Program Management Committee (PMC) of the Florida Bay and Adjacent Marine Systems Science Program. The PMC organized the conference around five questions suggested by the Florida Bay Science Oversight Panel. These questions related to circulation, salinity patterns, and outflows of the Bay; nutrients and the nutrient budget; onset, persistence and fate of planktonic algal blooms; temporal and spatial changes in seagrasses and the hardbottom community; and recruitment, growth and survivorship of higher trophic level species. Some of these issues are discussed in the present report. However, as noted earlier, this report focuses on the subset of questions that relate to linkages between the Bay and the upstream portion of the Everglades system that arose at the 2001 Florida Bay Conference.

Book Description

The implementation of sustainability initiatives on campuses is an essential component of promoting sustainability in the higher education context. In addition to reflecting an awareness of environmental issues, campus programmes demonstrate how seriously universities take sustainability at the institutional level. There is a lack of truly interdisciplinary publications that comprehensively address the issue of campus greening, and there is an even greater need for publications that do so at a truly international level. This book meets these needs. It is one of the outcomes of the “Second Symposium on Sustainability in University Campuses” (SSUC-2018), which was jointly organised by the University of Florence (Italy), Manchester Metropolitan University (UK), the Research and Transfer Centre “Sustainable Development and Climate Change Management” and the “European School of Sustainability Science and Research” at the Hamburg University of Applied Sciences (Germany), in cooperation with the Inter-University Sustainable Development Research Programme (IUSDRP). The book showcases examples of campus-based research and teaching projects, regenerative campus design, low-carbon and zero-carbon buildings, waste prevention, and resilient transport, among others. Ultimately, it demonstrates the role of campuses as platforms for transformative social learning and research, and explores the means by which university campuses can be made more sustainable. The aims of this publication are as follows: • to provide universities with essential information on campus greening and sustainable campus development initiatives from around the world; • to share ideas and lessons learned in the course of research, teaching and projects on campus greening and design, especially successful initiatives and good practice; and • to introduce methodological approaches and projects intended to integrate the topic of sustainable development in campus design and operations. This book gathers contributions from researchers and practitioners in the field of campus greening and sustainable development in the widest sense, from business and economics, to the arts, administration and the environment, and hailing from Europe, Latin America, North America and Asia.
