This volume is the outcome of a recent NATO Advanced Study Institute (ASI) on "Technology Assessment. Environmental Impact Assessment. and Risk Analysis: Contributions from the Psychological and Decision Sciences." The Institute was held in Les Arcs. France and functioned as a high level teaching activity during which scientific research results were presented in detail by eminent lecturers. Support for the Institute was provided by grants from the NATO Division of Scientific Affairs. the u.S. Office of Naval Research. and the Russell Sage Foundation. The Institute covered several areas of research. including quantitative studies on decision and judgmental processes. studies on human intellectual limitations. studies on risk attitudes and perceptions. studies on factors contributing to conflicts and disputes about hazardous technologies and activities. studies on factors influencing forecasts and judgments by experts. studies on public preferences for decisionmaking processes. studies on public responses to technological hazards. and case studies applying principles and methods from the psychological and decision sciences in specific settings.




Science for Environmental Protection


Book Description

In anticipation of future environmental science and engineering challenges and technologic advances, EPA asked the National Research Council (NRC) to assess the overall capabilities of the agency to develop, obtain, and use the best available scientific and technologic information and tools to meet persistent, emerging, and future mission challenges and opportunities. Although the committee cannot predict with certainty what new environmental problems EPA will face in the next 10 years or more, it worked to identify some of the common drivers and common characteristics of problems that are likely to occur. Tensions inherent to the structure of EPA's work contribute to the current and persistent challenges faced by the agency, and meeting those challenges will require development of leading-edge scientific methods, tools, and technologies, and a more deliberate approach to systems thinking and interdisciplinary science. Science for Environmental Protection: The Road Ahead outlines a framework for building science for environmental protection in the 21st century and identified key areas where enhanced leadership and capacity can strengthen the agency's abilities to address current and emerging environmental challenges as well as take advantage of new tools and technologies to address them. The foundation of EPA science is strong, but the agency needs to continue to address numerous present and future challenges if it is to maintain its science leadership and meet its expanding mandates.




Subsurface Environmental Modelling Between Science and Policy

This book provides a broad overview of essential features of subsurface environmental modelling at the science-policy interface, offering insights into the potential challenges in the field of subsurface flow and transport, as well as the corresponding computational modelling and its impact on the area of policy- and decision-making. The book is divided into two parts: Part I presents models, methods and software at the science-policy interface. Building on this, Part II illustrates the specifications using detailed case studies of subsurface environmental modelling. It also includes a systematic research overview and discusses the anthropogenic use of the subsurface, with a particular focus on energy-related technologies, such as carbon sequestration, geothermal technologies, fluid and energy storage, nuclear waste disposal, and unconventional oil and gas recovery.




Science and Technology Policy

I was asked recently to prepare an independent background report on the subject of priority assessment in science and technology policy for the Australian Science and Technology Council. The Council (while not necessarily endorsing this book) suggested that a wider audience could be interested in the type of material contained in my report and kindly gave me permission to publish the material in my own right. The present book contains this and other material, some of which was presented at a seminar on National Science Policy: Implications for Government Departments arranged by the Department of Science and the Environment. Additional ideas were developed in response to comments on the manuscript by referees, as a result of discussions with Professor John Metcalfe and Dr Peter Stubbs of Manchester University, a conversation with Dr Keith Hartley of the University of York and in the wake of a communication from Dr Ken Tucker, Assistant Director, Bureau of Industry Economics, Australia. Science and technology policy affects and concerns everyone of us if for no other reason than we cannot escape in this interdependent world from the economic, social and environmental overs pills generated by science and technology. We must face the problems and promises inherent in new and existing science and technology whether we like it or not. Not surprisingly this book finds that all industrialized countries seem to be facing similar economic and social problems.

The main focus is to examine foreseeable mid-and long-term processes that are especially influenced by natural-and engineering sciences and the medical disciplines. The academy fulfills this task by organizing interdisciplinary expert discussions. Another important issue of the work of the Europaische Akademie concerns the methodology of Technology Assessment as a general issue. This is the main reason that the european academy organized during the past two years a project funded by the European Commission on Technology Assessment. Methods and Impact (TAMI). Together with partners from all over Europe a common understanding of what Tech nology Assessment (TA) is supposed to do was developed. Most importantly it was acknowledged that the core of any TA activity has to be a sound scientific under standing of the relevant phenomena. Communication then is of cordial importance to reach the relevant decision makers as well as the general public. It is true that this phase of the TA process has been treated with too little attention for many years. The communication processes between scientific advisers and policy makers have hence to be further scrutinized.

Science and Technology Governance and Ethics


Book Description

This book analyzes the possibilities for effective global governance of science in Europe, India and China. Authors from the three regions join forces to explore how ethical concerns over new technologies can be incorporated into global science and technology policies. The first chapter introduces the topic, offering a global perspective on embedding ethics in science and technology policy. Chapter Two compares the institutionalization of ethical debates in science, technology and innovation policy in three important regions: Europe, India and China. The third chapter explores public perceptions of science and technology in these same three regions. Chapter Four discusses public engagement in the governance of science and technology, and Chapter Five reviews science and technology governance and European values. The sixth chapter describes and analyzes values demonstrated in the constitution of the People’s Republic of China. Chapter Seven describes emerging evidence from India on the uses of science and technology for socio-economic development, and the quest for inclusive growth. In Chapter Eight, the authors propose a comparative framework for studying global ethics in science and technology. Science Policy, Ethics, and Economic Methodology

If indeed scientists and technologists, especially economists, set much of the agenda by which the future is played out, and I think they do, then the student of scientific methodology and public ethics has at least three options. He can embrace certain scientific methods and the value they hold for social decisionmaking, much as Milton Friedman has accepted neoclassical econom ics. Or, he can condemn them, regardless of their value, much as Stuart Hampshire has rejected risk-cost-benefit analysis (RCBA). Finally, he can critically assess these scientific methods and attempt to provide solutions to the problems he has uncovered. As a philosopher of science seeking the middle path between uncritical acceptance and extremist rejection of the economic methods used in policy analysis, I have tried to avoid the charge of being "anti science". Fred Hapgood, in response to my presentation at a recent Boston Colloquium for the Philosophy of Science, said that my arguments "felt like" a call for rejection of the methods of risk-cost-benefit analysis. Not so, as Chapter Two of this volume should make eminently clear. All my criticisms are construc tive ones, and the flaws in economic methodology which I address are uncovered for the purpose of suggesting means of making good techniques better. Likewise, although I criticize the economic methodology by which many technology assessments (TA's) and environmental-impact analyses (EIA's) have been used to justify public projects, it is wrong to conclude that I am anti-technology.




Science, Technology, and Innovation for Sustainable Development Goals

Technology Assessment in Practice and Theory

Technological advance affects almost all areas of human life. Rapid digitization, increased mobility, new biotechnologies, and nanotechnology deeply influence, amongst others, industrial production, entertainment, work, military affairs, and individual life. Besides overwhelmingly positive effects on wealth, comfort, innovation, and development, this also raises questions of unintended effects, of tensions with democracy, of the role of citizens, and of its sustainability facing environmental issues. Tools and procedures are needed to cope with this challenging situation. Technology assessment (TA) has been developed more than fifty years ago to enable science, the economy, and society to harvest the potential of new technology to the maximum extent possible and to deal responsibly with possible adverse effects. It was developed more than 50 years ago in the U.S. Congress and has diversified considerably in the meantime. Parliamentary TA in many European states and at the international level, participatory TA at the local and regional levels worldwide, and TA as part of engineering processes are the most relevant fields today. Technology assessment is a growing field of interdisciplinary research and scientific policy advice. This volume (a) gives an overview of motivations of TA, its history and its current practices, (b) develops a fresh theoretical perspective on TA rooted in social theory and philosophy, and (c) draws conclusions from the theoretical perspective for the further development of TA’s practices. It provides the first comprehensive view on the growing field of TA at the international level.
