As recently as the summer of 2001, many travelers were dreading air transportation because of extensive delays associated with undercapacity of the system. That all changed on 9/11, and demand for air transportation has not yet returned to peak levels. Most U.S. airlines continue to struggle for survival, and some have filed for bankruptcy. The situation makes it difficult to argue that strong action is urgently needed to avert a crisis of undercapacity in the air transportation system. This report assesses the visions and goals for U.S. civil aviation and technology goals for the year 2050.

Chapter One summarises research on the seismic performance of air traffic control (ATC) towers, discusses their shortcomings and puts forward recommendations for future studies. Chapter Two covers the construction of an airport for the capital of Germany that has an erratic history dating back to the early nineties. During the long planning period, the employment impacts of a major airport played an important role in the public dialogue. This chapter sets out how a scenario technique was used to calculate employment effects related to this major airport project. Chapter Three analyses airport security in the Czech Republic regarding the Safety Risk Management (SRM) setting including the Safety Risk Assessment (SRA) with respect to economic aspects of the issue. The chapter also includes statistical backstage pointing to the topicality of this issue. Chapter Four uses the case of Atlanta Hartsfield/Jackson International Airport (ATL) to illustrate the links between airport capacity management and passenger satisfaction measured as airlines on-time performance. Chapter Five covers the potential benefits from using Linked Data technologies in emergency scenarios and presents the authors applications for improved emergency response.

In 2003, Congress directed the Secretary of Transportation to establish the Next Generation Air Transportation System (NGATS) Joint Planning and Development Office (JDPO) to plan the development of an air transportation system capable of meeting potential air traffic demand for 2025. All federal agencies involved in aviation participate in the JDPO providing the opportunity overcome many of the major barriers to developing an effective NGATS. To assist this process, the NRC was asked to examine the first NGATS Integrated Plan prepared by JPDO and submitted to Congress in 2004. This report provides a review of the vision and goals, the operational concepts, and the R&D roadmap developed by the plan; an analysis of the JDPO integrated product teams created to carry out the planning; and an assessment of the implementation process.

This book presents and analyzes how restructuring processes due to technological change are reflected and processed in political and public discourses in the United States in the most recent past. More specifically, this work examines how the themes of automation, digitization, and the platform economy and their impact on the future of work are reflected in public discourse through the analysis of journalistic articles, and political discourse through the analysis of congressional hearings. Public and political discourses, as well as economic narratives, shape our understanding of certain developments such as technological change, our behavior more generally, and societal support of said developments. Therefore, it is vital to investigate and analyze these discourses in order to show how technological change is perceived and evaluated today. This work draws from concepts and methods of several different disciplines, most notably using a combination of corpus-linguistic methods and exemplary textual analysis. This way, this work stands as truly interdisciplinary, with a unique approach to the quantitative and qualitative examination of discourses.
