More often than not Security Sector Reform (SSR) takes place against many odds, in barely enabling political, security, economic and social environments. Such difficult contexts may be characterised by widespread corruption, ongoing violence, imprecise, open-ended or non-inclusive peace agreements and post-conflict architectures, lack of resources, 'stolen' or impending elections or referenda - all circumstances that stand in the way of full-fledged, holistic and sustainable SSR efforts. Following an overview of 'ideal' SSR requirements, contrasted with typical obstacles inhibiting SSR efforts, the main body of this volume offers evidence-based analyses of positive and negative SSR records in barely enabling environments, drawing on the experiences of specific national and international SSR programmes and experiences in Africa, the Americas, Asia and Europe. Lessons learned from these experiences are intended to feed into theoretical re-thinking of SSR policy frameworks as well as to help practitioners in designing and implementing effective and sustainable SSR in challenging environments.

Prioritizing Security Sector Reform: A New U.S. Approach argues that security sector reform should be at the core of a new U.S. policy to strengthen the security sector capacity of countries where U.S. interests are at stake. Today's fragile environments feature a host of postconflict and postauthoritarian states and transitioning and new democracies that have at least one critical thing in common: Their security sectors are dysfunctional. Why these states cannot fulfill their most basic function-the protection of the population and their government-varies widely, but the underlying reason is the same. The security sector does not function because security sector institutions and forces are absent, ineffective, predatory, or illegitimate. In place of large, boots-on-the-ground interventions relying on expensive train and equip programs with only fleeting impact, Washington needs a new approach for engaging in fragile environments and a policy for prioritizing where it engages and for what purpose. Business and Security Sector Reform


Book Description

Challenges to security and human rights involving extractive and other industries gave rise to an evolving framework of policy, standards and good practice generally known as business and human rights (BHR). Problems with inefficient and unaccountable security institutions are addressed by security sector reform (SSR). From an empirical perspective – the view from the often mutual operating grounds of BHR and SSR – both approaches share many challenges, as well as end goals. It is thus striking that only on rare occasions are challenges in governance of the security sector addressed upfront as problems of poor resource governance, and vice versa. This paper describes the grounds where SSR and BHR coincide in principles, actors and activities, and which synergies can be built on that base. It makes the business case for SSR, and the SSR case for business. The paper assesses how SSR can channel resources and know-how from business to address critical challenges related to ownership, capacity and sustainability of reform processes. Opportunities for bridging BHR and SSR are drawn from a broad range of policy and guidance, and by looking at lessons from case studies on Guinea, Colombia and Papua New Guinea. SSR and BHR should not collide; ideally, they should cohere. A variety of multistakeholder initiatives open new opportunities to bring this about, with particular relevance to SSR in extractive environments. The overall conclusion, supported by practical propositions for implementation, is that the existing policies and standards in SSR and BHR already allow, and call for, a less rigid approach to the challenges addressed in both fields.

Security Sector Reform in Stabilization Environments

This practice note focuses on planning and implementing SSR activities in stabilization environments. Stabilization environments are characterized by circumstances related to descent into, continuation of, or emergence from conflict in which the physical security, economic, political, and humanitarian needs of the population are often far greater than the resources available to meet them. In addition to the challenges of SSR in any context (e.g., shifting power dynamics, limited resources, reconciling donor and host state priorities), SSR in stabilization environments faces challenges exacerbated by the context: security (ongoing threats to civilians and the state), governance (weak state capacity, fragmented authority, destroyed infrastructure), and social fragmentation (divisions within and among communities). As the degree of 'permissiveness' increases, in a gradual and uneven process, long-term security sector reform programming may be developed in consultation with host state stakeholders and implemented. Given the variation in possible stabilization environments, this practice note on SSR and stabilization focuses on decision-enabling and planning tools for SSR assistance providers (e.g., maintaining flexibility, adjusting expectations, options for engaging with non-state actors, and setting the preconditions for long-term SSR) and on building the capacity of local actors to support decision-making and ownership. SSR must be able to seize windows of opportunity, respond quickly, and adjust appropriately to the context, to changing power dynamics, and to unintended consequences of SSR initiatives.
