Book Description

This toolkit – made available in English, French and Spanish – will be promoted as practical guidance to assist in the implementation of the national seed strategies. It will provide a number of practical capacity building tools for essential stages of the seed value chain and targeted primarily at seed sector practitioners who will participate in special training workshops to acquire pertinent technical knowledge and will be expected in return to create a multiplier effect through further follow-up FFS trainings down to the level of seed traders and farmers. In doing so, the toolkit will be used as guidance for conducting country-led workshops and other training activities aimed at strengthening quality seed delivery systems and seed regulatory mechanisms in selected countries. The development of capacity in the production of high quality seeds, the seed replacement rates, true seed cost and realistic seed pricing mechanisms as well as the role of different stakeholders are of critical importance in the process of the formulation of national seed policies, which is one of the core areas of FAO’s delivery at the national level.

Seeds are the vehicle for delivering the improvements in a crop to the farmer’s field. They are therefore a critical input in agricultural production. Seeds are also unique in that they must remain alive and healthy when they are used and that they are also the input that farmers can produce by themselves. Module 4 Seed Sector Regulatory Framework provides information on the elements of the regulations that govern the seed value chain – from variety registration through quality seed production to distribution and marketing. The materials covered include information about national seed policy, seed law and regulations, their definitions, purpose and interactions.

Seeds are also unique in that they must remain alive and healthy when they are used and that they are also the input that farmers can produce by themselves. It is estimated that 25–33% of the world grain crop, including seeds, is lost each year during storage. To avert this obvious drawback to food security and nutrition, this module provides the underlying principles for effective seed storage and the associated practices. The module provides guidance on the preservation of seeds under controlled environmental conditions so as to maximize seed viability for the long periods that may be required from harvesting through processing to planting.

Guidelines for the establishment and management of seed testing laboratories

This Joint ISTA and FAO Handbook provides comprehensive guidelines for the setting up and managing of seed testing laboratories, including those that cater to small- and medium-scale seed enterprises and farmers’ cooperatives, which operate in low input production systems. The adherence to the guidelines by seed testing laboratories results in the use of uniform procedures across the board thereby facilitating inter-laboratory transferability of data. This harmonization enhances confidence in seed quality assurance mechanisms. The publication is an update of a previous one that was also jointly published by both organizations in 1969 and revised in 1979 and 1983. Seed testing is a critical component of the seed value chain and is essential for the production of quality seeds, i.e. seeds that are alive, can germinate and produce vigorous seedlings; are healthy and come from lots that meet set thresholds for genetic and analytical purity. The Handbook covers all aspects of seed testing, from laboratory design and equipment selection to sample preparation, testing methods, and data analysis. Importantly, the publication also addresses the challenges of testing seeds in low input systems and provides guidance on how to adapt procedures to these settings. Therefore, it serves as a reference material and training resource for everyone involved in seed quality assurance procedures, in particular the personnel of seed testing laboratories and regulatory agencies; seed producers and farmers. Ten years of the Ethiopian Agricultural Transformation Agency

Through a rigorous, multi-stage analysis, the evidence generated by this corporate evaluation demonstrates the effectiveness of Ethiopian Agricultural Transformation Agency (ATA)’s business plan for achieving measurable changes in Ethiopia’s agricultural sector, both at micro and macro levels. The assessment also identifies areas for renewed and refined emphasis, as well as strategic planning for the future planning and monitoring of ATA’s work. This evaluation finds that ATA has achieved many of the outcomes it is being measured against, in terms of input use, extension services, and agricultural technology. The outcomes observed point to the effective removal of bottlenecks in the rural agricultural economy that have improved the linkages between producers, input markets and agricultural services. The improvements in those priority areas are reflected in productivity gains for certain priority crops and in market orientation positions that confirm ATA’s effectiveness in connecting producers to markets. FAO’s evaluation finds positive macroeconomic effects from ATA interventions, helping to ameliorate the reduction in gross domestic product growth, and also supporting the development of agroindustry and transportation services.
