Fragility functions constitute an emerging tool for the probabilistic seismic risk assessment of buildings, infrastructures and lifeline systems. The work presented in this book is a partial product of a European Union funded research project SYNER-G (FP7 Theme 6: Environment) where existing knowledge has been reviewed in order to extract the most appropriate fragility functions for the vulnerability analysis and loss estimation of the majority of structures and civil works exposed to earthquake hazard. Results of other relevant European projects and international initiatives are also incorporated in the book. In several cases new fragility and vulnerability functions have been developed in order to better represent the specific characteristics of European elements at risk. Several European and non-European institutes and Universities collaborated efficiently to capitalize upon existing knowledge. This TCLEE Monograph details the effects of two earthquakes that occurred in El Salvador on January 13 and February 13, 2001. The first earthquake had a magnitude of 7.6, and the second had a magnitude of 6.6. Catastrophic damage was estimated at $1.6 billion. Significant lifeline disruption was the result of landslides, which closed the major Pan American Highway and the highway to the international airport and disrupted power, communication, street lighting, roads and water systems.

Despite the magnitude of this 6.8 earthquake, only moderate damage was reported on older structures, and minimal damage was reported on newer engineered buildings. Although catastrophic damage did not occur, investigators did find some significant damage to the lifeline infrastructure, particularly roads, bridges, and the Sea-Tac airport control tower. This workshop, organized at Instituto Superior Técnico, University of Lisbon, continued the successful three-annual series of workshops started back in 1996.
