Nowadays, the economic crisis affecting the countries makes more important the selection process of investment projects. Such is the case of Ecuador where the Multi-annual Public Investment Plan 2017-2021 establishes indicative amounts of public investment that are projected to be executed annually to achieve each of the nine strategic objectives of the National Development Plan that pay tribute to the Sustainable Development Goals of the UN. This plan has certain weaknesses that may not allow an effective and efficient choice at the same time. Which entails a scenario of uncertainty for the Ecuadorian investment process. So we dare to say that a classic selection of investment projects is not suitable. Therefore, there is a need for a decisionmaking support tool that allows the most effective and optimal selection of the projects of greater importance and scope based on multiple, specifically defined criteria. Thus, the main objective of this research is to develop a selection process for investment projects based on multicriteria decision methods in a plithogenic environment. If an adequate method is determined for the selection of an investment project in an environment of uncertainty based on Plithogeny, it will be possible to provide an effective tool that optimizes the decision-making process. For this, the plithogenic versions of the AHP and TOPSIS methods will be adopted.

Applications of Extended Plithogenic Sets in Plithogenic Sociogram

The theory of plithogeny developed by Smarandache is described as a more generalized form of representing sets of different nature such as crisp, fuzzy, intuitionistic and neutrosophic. Plithogenic set comprises degree of appurtenance and contradiction degree with respect only to the dominant attribute. This paper introduces extended plithogenic sets comprising degrees of appurtenance and contradiction with respect to both dominant and recessive attributes. The extension of the 5-tuple Plithogenic sets to a 7- tuple plithogenic sets helps in developing a more comprehensive kind of Plithogenic sociogram. The newly developed plithogenic sets and its implications in Plithogenic sociogram is validated by the decision making problem on food processing industries. The obtained results using extended plithogenic sets are more promising in comparison to the conventional plithogenic sets. The proposed kind of plithogenic sets will benefit the decision makers to make optimal decisions based on both optimistic and pessimistic approaches.







Value Creation in Investment Projects: How a Focus on Value Creation During the Establishment and Governance of Investment Projects, Can Impact Invest

Although investment projects are defined as projects designed to achieve a beneficial change, which will have a lasting effect on society, economy or environment, and thus also create a value, investment projects are still most often measured on efficient project output delivery, i.e. completed on time and within budget. However, after scandals concerning public investments and expenditures, as well as the European Debt Crisis, and investment gaps caused by years of under-investments, there is an increased pressure for investment projects to create sustainable value, which emphasises a need for increased local government knowledge on how to put investments to best use, to ensure investments contribute with sustainable value. Additionally, most projects fail to meet their goals, and an increased focus on investment projects to create value, therefore also include a need to focus on measures to improve the success rate of projects. The aim of our research has been to identify how a focus on the value contribution of investmnt projects can have an effect on the governance (how the principal organisations select, steer, monitor and support the management) of investment projects, and through this, also have direct and indirect effects on the management, efficiency and success of the projects. The research is a qualitative and comparative study a total of 34 recent investment projects, whereof 29 Norwegian concept studies which have undergone the quality assurance scheme defined by the Ministry of Finance, and 5 investment projects conducted in different countries, representing both developing and developed economies, and either funded publicly, privately or through some form of public/private partnership, used also as controls to test generalizability. Through this, we have identified that focusing on the value contribution in the early stages and throughout the lifecycle of investment projects, can positively influence the process of how we select which projects to undertake, and how the projects are supported, governed, managed and executed, as well as influencing cultural, motivational and efficiency aspects of the project, and ultimately also project success.




A Novel MCDM Method Based on Plithogenic Hypersoft Sets under Fuzzy Neutrosophic Environment

In this paper, we advance the study of plithogenic hypersoft set (PHSS).We present four classifications of PHSS that are based on the number of attributes chosen for application and the nature of alternatives or that of attribute value degree of appurtenance. These four PHSS classifications cover most of the fuzzy and neutrosophic cases that can have neutrosophic applications in symmetry. We also make explanations with an illustrative example for demonstrating these four classifications.
