This book serves as an important link between conflict resolution practice and education by providing research from the unique perspective and approach of the Arthur V. Mauro Centre for Peace and Justice, one of the world’s leading academic programs for PACS research: storytelling, peacebuilding, and conflict transformation. Each chapter presents original research in critical issues in the field of PACS, and provides recent research for the future development of the field and the education of its practitioners and academics. The book has a wide audience targeting students at the undergraduate, graduate, and post-graduate levels. It also extends to those working in and leading community conflict resolution efforts as well as humanitarian aid workers. Exploring the issues facing the field provides a means by which academics, students, and practitioners can develop theory, practice, pedagogy, and methodology to confront the complexity of contemporary conflicts while expanding opportunities for future research and practice. Contributors to the book are recognized scholars and practitioners in their respective fields. The authors’ take a holistic approach to the study, analysis, and resolution of conflict at the personal, interpersonal, societal and cultural levels. The book is a retrospective of the Mauro Centre and through its content, explores the roots of a major contributor to PACS scholarship. The scholarship represents those who come to the PACS field with a diversity of ideas, approaches, disciplinary roots, and topic areas, which speaks to the complexity, breadth, and depth needed to apply and take account of conflict dynamics and the goal of peace. This book reflects the unique model and approach of the Arthur V. Mauro Centre for Peace and Justice at the University of Manitoba in central Canada: conflict transformation, peacebuilding, and storytelling. Based in the doctoral theses and in celebration of the first decade of Canada’s only doctoral program in PACS, this volume, co-edited by three of the graduates of the program and written by colleagues, presents and explores a number of these issues while presenting new and leading research across the broad spectrum of Peace and Conflict Studies.




Local Ownership of Peacebuilding in Afghanistan


Book Description

The international community has followed up its 2001 invasion of Afghanistan with a complex, multi-faceted peacebuilding project. However, informed observers believe that this Western-led mission in Afghanistan has failed to address the inherent peacebuilding needs of Afghanistan and has hindered the formation of a locally experienced sustainable peace. In response, emerging peacebuilding theories and rhetoric have pointed to an urgent need for revised peacebuilding paradigms and strategies that hold local, Afghan ownership of peacebuilding activities as a central concern. This book responds to this need for revised peacebuilding paradigms and: (1) introduces the topic of local ownership of peacebuilding in Afghanistan; (2) surveys current shifts in peacebuilding theory and practice that are only starting to be realized on the ground; (3) sets the context for a discussion of local ownership of peacebuilding; (4) reports on the perceptions of foreign and Afghan peacebuilding leaders working in Afghanistan in regards to the journey towards local ownership of peacebuilding; and (5) suggests the creation of a locally designed and led conflict transformation system that might help restructure local-foreign relations and advance the journey towards Afghan ownership of peacebuilding.




Local Ownership in Asian Peacebuilding


Book Description

This book examines how local agencies in Cambodia and Mindanao (the Philippines) have developed their own models of peacebuilding under the strong influence and advocacy of external intervention. It identifies four distinct patterns in the development of local peacebuilders’ ownership: ownership inheritance from external advocates, management of external reliance, friction-avoiding approaches, and utilisation of religious/traditional leadership. This book then analyses each pattern, focusing on its operational features, its significance and limitations as a local peacebuilding model. This study makes theoretical contributions to the academic debates on the ‘local turn’, local ownership, hybrid peace and everyday peace. Particularly, it engages in and further develops four specific lines of discussion: norm diffusions into local communities, patterns of local-external interaction, concepts of ownership, dual structure of power, and multiplicity in the identities of local.




Gender and Peacebuilding

The twenty-­first century has brought with it a shift from the notion of human security being located in secure national borders to the need to secure the safety, freedom, and dignity of all. Despite efforts to equalize women’s status in the world evidenced by changes in many international projects requiring a gender focus, women and men experience most of the world in very different ways according to gender. Further, the reality is that humans who do not all fall neatly into one of these categories – male or female – often find their lives further challenged. In the 1980s, Peace and Conflict Studies first began to acknowledge and study the different experiences males and females have during war and peace. Since then, there have been books about women and war, women working at grassroots levels to build peace, women and transitional justice, women and peace education, and women’s views of human security. All of these works have contributed to the discourse of our changing world. This book brings together some of those themes and voices and adds more with the final product being more than the sum of its parts. We add to the conversation a book that considers foundational/fundamental issues that span from the interpersonal to the global. Many of the chapters describe empirical research completed with author and community, shared here for the first time. Part One is a collection of case studies, documenting challenges and responses to peacebuilding by women from various parts of the world. Part Two focuses on Peace and Conflict Studies (PACS) as a discipline, examining not only what is, but also what should be taught. This section critiques today’s efforts at teaching Peace and Conflict Studies and provides suggestions of how this important work might be shared in more open and equitable ways. Part Three enters territory found even less in the PACS literature. In this section our authors confront patriarchy, engage in a discussion about the contribution queer theory makes to PACS, and tussle with the notion of inclusivity with considerations of both gender and disability. It then ends with a discussion about the contribution feminist methodologies make to PACS.




Local Ownership in International Peacebuilding

This edited volume empirically examines key theoretical and practical issues relevant to the promotion of local ownership in contemporary international peacebuilding. This book attempts to provide comprehensive understanding of the issue of local ownership in international peacebuilding. By providing an empirical analysis of nine case studies, the volume aims to supplement contemporary academic discussions on local ownership, which have thus far mainly focused on its normative or theoretical dimensions. The case studies included here examine the peace operations in a wide range of countries - Afghanistan, Bosnia-Herzegovina, Cambodia, Cyprus, Kenya, Uganda, Sierra Leone, South Sudan, and Sri Lanka. The book seeks to address the weaknesses of conventional studies by:,empirical review of the achievements and limitations of previous attempts to promote local ownership; examination of the key concepts of local ownership; and analysis of structural and practical challenges. The volume concludes by presenting practical proposals for addressing the limitations of contemporary local ownership promotion. Through these means, the book aims to explore a key research question from both theoretical and empirical perspectives: How can international peacebuilding facilitate effective, active local community participation? International Peacebuilding and Local Involvement

This book interrogates the common perception that liberal peace is in crisis and explores the question: can the local turn save liberal peacebuilding? Presenting a case for a liberal renaissance in peacebuilding, the work interrogates the assumptions behind the popular perception that liberal peace is in crisis. It re-examines three of the cases igniting the debate – Cambodia, Kosovo, and Timor-Leste – and evaluates how these transitional administrations implemented their liberal mandates and how local involvement affected the conduct of their activities. In so doing, it reveals that these cases were neither liberal nor peacebuilding. It also demonstrates that while local involvement is imperative to peacebuilding, illiberal local involvement restores an elite-centred status quo and reinforces or creates new forms of conflict and violence. Using both liberal and critical lenses, the author ultimately argues that the conceptual and operational departure from the holistic and comprehensive origins of liberal peacebuilding in fact paved the way for the liberal peace crisis itself. Drawing on analysis from in-depth field research and interviews, this book will be of much interest to students of peacebuilding, peacekeeping, statebuilding, security studies and International Relations in general.




Reconciliation in Conflict-Affected Communities

Transitional Justice in Peacebuilding

This book explores the role of actors in determining transitional justice in peacebuilding contexts. In recent decades, transitional justice mechanisms and processes have been introduced to a variety of settings, becoming widely regarded as essential elements in the ‘peacebuilding toolbox’. While it has increasingly been suggested that transitional justice is imposed by neo-imperial actors with little regard for the needs and cultures of local populations, evidence suggests that dismissing these policies as neo-imperial or neo-liberal impositions would result in grossly overlooking their dynamics, which involve a whole range of relevant actors operating at multiple levels. This book interrogates this theme through empirical analysis of three sites of peacebuilding that have seen extensive international involvement: Kosovo, East Timor and Afghanistan. It proposes a novel framework for analysing and approaching transitional justice in peacebuilding that disaggregates three broad sets of actors operating at different levels in relevant processes: external actors (international and regional levels), transitional justice promoters (local, national, international and transnational levels), and transitional regimes (national and local levels). The book argues that transitional justice in peacebuilding must be conceived of as actor-contingent and malleable due to the significance of agency and (inter)actions of key categories of actors throughout peacebuilding transition. Conflict Resolution and Global Justice

This book examines how the different normative foundations of conflict resolution held by various global actors, their understandings of justice, and the differences between types of conflict influence the varying means by which conflicts can be prevented, managed, and ultimately resolved. By combining insights from political theory, conflict studies, and European Union (EU) foreign policy studies, the book identifies the EU as the key case of a conflict manager that is both a product and a defender of a global liberal order. It focuses on three aspects of conflict resolution that pose their own sets of both normative and empirical dilemmas: resolving border disputes; strengthening the resilience of weak or divided states and societies after regime change, and intervention in humanitarian crises. Furthermore, it offers a comparative analysis between a potentially distinctive European approach and that of other global actors and reflects critically on situations where policy practice may not always reflect a concern for justice, asking what countervailing forces prevail and why.
