The report presents a study and evaluation of the Army's personnel subsystem with respect to effectiveness of its policies in assignment, training, utilization, and contingency readiness of specialized personnel. The SIMPO-I effort has been directed to development of a model simulation package for assessing quantitatively the cumulative impact of personnel policy changes on the allocation, distribution, and utilization of Army personnel with special attention to effects of policies on deployability. The present publication reports on progress in the production and planning of computerized models for use in dealing with the manpower system problems and for evaluating alternative personnel policies.




SIMPO-I General Entity Simulator (GES)

The report describes the development and preliminary testing of a generalized personnel entity modeling system. A research project was undertaken to develop a computerized modeling capability which could be used to simulate and evaluate many different Army manpower systems without reprogramming. The general entity simulator (GES) was developed to provide users of the SIMPO-I simulation package analyses usually not possible with more general mass flow models. (Modified author abstract).

DISTRO II

The report studied and evaluated the Army's personnel system by developing a model which enabled Army personnel management to assess quantitatively the impact of policies on deployment and readiness. The report deals with the development and use of DISTRO-II(Distribution Rotation model), essentially a modification of the General Matrix Manipulator (GMM). DISTRO-II, which simulates additional factors affecting personnel distribution, more accurately models deployability characteristics of the Army than does either the GMM or DISTRO-1. The DISTRO-II model is described. Principles of the GMM and its interface with DISTRO-II are presented in detail. FORTRAN listings of DISTRO2 subroutines are provided.
