Book Description

Ukraine’s economic progress since its independence in the early 1990s has been uneven, in part due to the slow pace of reforms, unfavorable demographic factors, and low productivity. One of the key factors limiting success is the inadequacy of the skills of Ukraine’s workforce with the needs of a modern economy. While the country demonstrates a strong record of educational attainment and acquisition of foundational skills, the post-secondary education and training system fails to equip workers with the right advanced skills for labor market success. This study provides new evidence on the nature of skills valued in the labor market, reviews the institutional constraints hindering the development and use of workforce’s skills, and proposes a set of policy options. This study argues that, to improve skills formation and use, Ukraine needs to renew its public policies on post-secondary education, labor-market intermediation and information, and labor regulations. Drawing on household and firm surveys, the study finds that workers need a mix of advanced cognitive skills (like problem solving and communication), socio-emotional skills (like self-management and teamwork), and technical skills (like computer programing or sale skills) to be successful in the labor market and meet employers’ demand. These skills are not necessarily explicitly taught in traditional learning settings. Policy makers should therefore rethink the content of post-secondary education and training to focus on the development of skills for the labor market rather than only attendance. To do so, establishing steady links between education institutions and enterprises, by setting up occupation standards and adapting curricula to firm demand, is crucial. An essential instrument to identify the demand for skills and facilitate fruitful investments in skills formation is a labor market information system—which provides reliable information on labor market prospects across post-secondary education fields and institutions and job requirements and characteristics to students, their families, and jobseekers. Nonetheless, a better formation of skills would only be beneficial if most of the workforce can put them at use in jobs, promoted by better labor regulations.

This book contains papers in the fields of Interactive, Collaborative, and Blended Learning; Technology-Supported Learning; Education 4.0; Pedagogical and Psychological Issues. With growing calls for affordable and quality education worldwide, we are currently witnessing a significant transformation in the development of post-secondary education and pedagogical practices. Higher education is undergoing innovative transformations to respond to our urgent needs. The change is hastened by the global pandemic that is currently underway. The 9th International Conference on Interactive, Collaborative, and Blended Learning: Visions and Concepts for Education 4.0 was conducted in an online format at McMaster University, Canada, from 14th to 15th October 2020, to deliberate and share the innovations and strategies. This conference’s main objectives were to discuss guidelines and new concepts for engineering education in higher education institutions, including emerging technologies in learning; to debate new conference format in worldwide pandemic and post-pandemic conditions; and to discuss new technology-based tools and resources that drive the education in non-traditional ways such as Education 4.0. Since its beginning in 2007, this conference is devoted to new learning approaches with a focus on applications and experiences in the fields of interactive, collaborative, and blended learning and related new technologies. Currently, the ICBL conferences are forums to exchange recent trends, research findings, and disseminate practical experiences in collaborative and blended learning, and engineering pedagogy. The conference bridges the gap between ‘pure’ scientific research and the everyday work of educators. Interested readership includes policymakers, academics, educators, researchers in pedagogy and learning theory, school teachers, industry-centric educators, continuing education practitioners, etc.




Research of development tendencies of modern Ukrainian society (historical - philosophical and educational aspects)

The collective monograph is devoted to the study of development trends of modern Ukrainian society. The study uses an interdisciplinary approach that allows you to analyze various aspects of the development of social processes in Ukraine and obtain socially significant scientific results. Svitlana Bogatchuk analyzes the processes of formation of applied research centers and attempts to form an educational system to improve the functioning of Ukrainian railways in the late nineteenth century. The study notes that the development of advanced industrial technologies at the time was impossible without adequate technical, scientific and human resources. Igor Mazylo continues to study the history of railway transport. The researcher emphasizes that railway transport during the Soviet-German war played an exclusive role in transporting the needs of the front and the reconstruction process in the economy. The section prepared by Tatiana Pikovskaya is devoted to the solution of the national question in the programs of political parties of national minorities. The history of the First Czechoslovak Republic is part of the political history of Ukraine, because as a result of international treaties concluded after the First World War, Transcarpathian Russia became part of Czechoslovakia under the name "Subcarpathian Russ". This was the impetus for the formation of a democratic multiparty system in the region. The section highlights the peculiarities of Transcarpathian political parties of this period. Among them are multipartyism, the presence of a large number of Hungarian, German, and Jewish parties in addition to the Ukrainian one. In his section, Zorislav Makarov studies the historical-philosophical and methodological preconditions of the current sociological, post-positivist and postmodern critique of scientific rationality and deterministic ideas at the heart of its ontology. The author clarifies the reasons and prospects of significant philosophical and methodological reflection of communicative aspects of scientific rationality on the material of advanced science development of quantum and "nonlinear" samples of ontology and the corresponding improvement of scientific description. In the study of Igor Bielkin research reveals the methodological principles of effective use of the business game algorithm as a leading method of active training of future specialists in the field of management and business in modern institutions of higher education. Emphasis is placed on the modernization of the content of the educational process taking into account the current needs of professional training of modern managers using gaming technologies. Attention is paid to the implementation of communication comfort of students in vocational training in higher education institutions in the game environment, as well as the use of business games as a method of interactive learning of students in the real production process. Volodymir Mangora researches the peculiarities of information and legal support of legal education in modern Ukraine. The analysis of the current legislation regulating information and legal support of legal education is carried out. The main problems of information and legal support of legal education in terms of distance learning are identified. Proposals have been developed to improve the training of future lawyers. Tamila Mangora on the basis of studying the life of A. Yakovliv considered his formation as a lawyer and historian of law, analyzed the process of transformation of his political and legal views. As a result of studying the works of A. Yakovliv, his views on the sources of Ukrainian law, Ukrainian-Moscow treaties, ideas about the formation of the Ukrainian nation and the formation of the state are highlighted. The content of the collective monograph corresponds to the direction of research work of the Department of History of Ukraine and Philosophy of Vinnytsia National Agrarian University "Study of trends in socio-economic development and 5 consolidation of Ukrainian society in modern history of Ukraine." In writing the monograph were used: historical and genetic method, statistical analysis, sociological and pedagogical research.




The Cossacks and Religion in Early Modern Ukraine

The Ukrainian Cossacks, often compared in historical literature to the pirates of the Mediterranean and the frontiersmen of the American West, constituted one of the largest Cossack hosts in the European steppe borderland. They became famous as ferocious warriors, their fighting skills developed in their religious wars against the Tartars, Turks, Poles, and Russians. By and large the Cossacks were Orthodox Christians, and quite early in their history they adopted a religious ideology in their struggle against those of other faiths. Their acceptance of the Muscovite protectorate in 1654 was also influenced by their religious ideas. In this pioneering study, Serhii Plokhy examines the confessionalization of religious life in the early modern period, and shows how Cossack involvment in the religious struggle between Eastern Orthodoxy and Roman Catholicisim helped shape not only Ukrainian but also Russian and Polish cultural identities.

Ukraine is the 19th country overall, and the third of the Commonwealth of independent States (following Armenia and Moldova) to have its youth policy reviewed by the Council of Europe's international review team. Ukraine presented a range of new challenges: it was by far the largest country geographically and it embodied geo-political characteristics (from North to South, and East to West) that are reflected in its philosophy and approach to youth policy development. This international review explores three issues of particular interest to the Ukrainian authorities: health and healthy lifestyles, employment and employability, and patriotic education and citizenship, in addition, the international review pays special attention to questions of youth participation and engagement, and to those groups of "vulnerable" young people who are at most risk of social exclusion. The review argues for the establishment of a more open development model for youth policy in Ukraine, supported by a clear strategic vision and the strengthening of its commitment to local capacity and autonomy in shaping relevant programmes and projects, in particular, it also advocates the promotion of more diverse methodologies in the implementation of youth policy, based on non-formal learning and skills-development principles.

The Russia-Ukraine War

This book provides a systematic analysis of the Russian-Ukraine war, using the concept of resilient fighting power to assess the operational performance of both sides during the first year of the full-scale invasion. The Russian war in Ukraine began in 2014 and continued for eight years, before the full-scale invasion of 24 February 2022. It is not a new war, but the intensity of the warfighting revived many discussions about the conduct of inter-state warfare, which has not been seen in Europe for decades. This book does not aim to offer an exhaustive operational analysis of the war, but rather provides a preliminary systematic analysis across various domains of warfare using the concept of fighting power to assess the operational performance of both sides. First, the book discusses the conceptual component and the post-Cold War adaptations of the Soviet strategic tradition by both the Ukrainian and the Russian Armed Forces. Following that, it gives an evaluation of the various aspects of warfighting in the land, air, maritime and cyber domains. Then, the book examines the role of international allied assistance, sanctions and weapons delivery in strengthening the resilience of the Ukrainian Armed Forces.
