"The purpose of the program is to provide reasonable financing to qualified small businesses when they are required to install anti-pollution devices to comply with State or Federal environmental standards. SBA direct and guaranteed loans were authorized; because, in 1973, Congress recognized the growing need to help small businesses comply with these standards. As demands increased, it became evident that these loans were too costly for small businesses. Therefore, the bond guarantee program was created. The program was a success from its beginning. One of its unique features is the reliance on the cooperative participation of the private sector-small businesses, local banks, bond underwriters, and local and State environmental officials"--Page 1.
