Social Partners and Gender Equality

This book breaks new ground in gender and politics research by studying the multiple ways in which gender and intersectional equalities shape and are shaped by social partners representing employers and employees in Europe, as well as the relationships between those social partners. Little critical attention has been paid to these organizations, yet, as this volume illustrates, social partners are important actors in relation to gender and other inequalities at the level of both individual European countries and the European Union. The chapters in this volume explore the impact of social partners on (in)equalities in a variety of 21st-century political contexts, taking into account phenomena such as neoliberalisation, austerity, and the COVID-19 crisis. This volume adds a crucial dimension to studies on gender inequalities in the labour market, contributing to research on issues such as domestic work, the gender pay gap, and the persistent undervaluation of women’s labour and feminized reproductive labour, in particular care work. It also represents a significant contribution to the literature on gender equality policy. The book’s focus on social partners provides important insights that help to explain the persistence of gender inequalities and the difficulties of adopting and implementing policies to combat them. The Gender Pay Gap and Social Partnership in Europe

The gender pay gap (GPG) exists in every European country, but it varies considerably, even in EU member states covered by the same legal principles on pay equality. Part of the variation can be explained by different patterns of social partnership. With current policy pressure to de-centralise collective bargaining and increase the percentage of pay linked to productivity, what role can social partnership play in tackling the GPG? Reporting on the findings of the European Commission funded research project "Close the Deal, Fill the Gap", this book uses an interdisciplinary analysis involving legal, economic, and sociological expertise, to explore the role of social partnership in GPG in Italy, Poland and the UK. Selected on the basis of their contrasting profiles in terms of legal regulation, industrial relations, systems of collective bargaining, coverage of collective agreements, and differing rates of the GPG, the in-depth study provides important insights into the main issues underlying the problem of reducing the gender pay gap which have led to guidelines in the negotiation of arrangements on GPG-related issues. Making Gender Equality Happen

Gender Equality and the Media

This edited collection draws on and expands the findings from a pan-European research project undertaken during 2012-13 which was funded by the European Institute for Gender Equality and aimed to explore three key issues in relation to gender and media: women’s inclusion in decision-making positions within media industries; how women are represented in the media; and what policies and mechanisms are in place to support women’s career development and promote gender equality. The research looked at 99 major media organisations across the EU including public and private sector broadcasters (TV and radio) as well as a number of major newspaper groups. Researchers also monitored TV programmes (factual only but including entertainment genres) across one week and coded 1200 hours of TV. In addition to elaborating the results from 16 of the participating nations, the collection includes a set of context-setting essays and a summarizing conclusion as well as a reflection on the purpose and utility of gender indicators. It is the first major work to look across the European media landscape and explore both employment and representation, providing a unique glimpse into the contemporary media scene in relation to gender equality, including examples of good and less good practice.

Gender Equality and Inclusive Growth

Equality of Opportunity for Sexual and Gender Minorities

Despite legal and social advances in the past two decades, sexual and gender minorities continue to face widespread discrimination and violence in many countries. This discrimination and violence lead to exclusion, which adversely impacts their lives, as well as the communities and economies in which they live. A major barrier to addressing this stigma and sexual orientation and gender identity(SOGI)-based exclusion is the lack of SOGI-specific data. Robust, quantitative data on di‚fferential development experiences and outcomes of sexual and gender minorities--especially those in developing countries--is extremely thin. This paucity of data jeopardizes the achievement of the Sustainable Development Goals and countries' commitment to the principle of 'leaving no one behind' in the eff‚ort to end poverty and inequality. 'Equality of Opportunity for Sexual and Gender Minorities' assesses the unique challenges that sexual and gender minorities face in six important areas: (i) Criminalization and SOGI (ii) Access to education (iii) Access to the labor market (iv) Access to public services and social protection (v) Civil and political inclusion (vi) Protection from hate crimes. This report cov‚ers numerous policy recommendations to prevent and eliminate discriminatory practices in all of the areas covered. It also seeks to inflŽuence legislative changes and support research on institutions and regulations that can ultimately lead to poverty reduction and shared prosperity. At the same time, it acknowledges that the mere existence of inclusive laws and regulations does not ensure that sexual and gender minorities are free from discrimination--the enforcement of those laws is crucial. This publication, the first in a series of studies, will be expanded from the 16 countries included here to a wider set of countries for more in-depth quantitative analysis and to identify possible correlations with socioeconomic outcomes. It will seek to deepen knowledge, facilitate peer learning of good practices, and encourage reforms to increase the inclusion of sexual and gender minorities.
