The essence of development is the appearance of rapid rates of increases in many different indices--output per capita, political participation, literacy and the like. Social Inequality

Inequality in income, earnings, and wealth has risen dramatically in the United States over the past three decades. Most research into this issue has focused on the causes—global trade, new technology, and economic policy—rather than the consequences of inequality. In Social Inequality, a group of the nation's leading social scientists opens a wide-ranging inquiry into the social implications of rising economic inequality. Beginning with a critical evaluation of the existing research, they assess whether the recent run-up in economic inequality has been accompanied by rising inequality in social domains such as the quality of family and neighborhood life, equal access to education and health care, job satisfaction, and political participation. Marcia Meyers and colleagues find that many low-income mothers cannot afford market-based child care, which contributes to inequality both at the present time—by reducing maternal employment and family income—and through the long-term consequences of informal or low-quality care on children's educational achievement. At the other end of the educational spectrum, Thomas Kane links the growing inequality in college attendance to rising tuition and cuts in financial aid. Neil Fligstein and Taek-Jin Shin show how both job security and job satisfaction have decreased for low-wage workers compared with their higher-paid counterparts. Those who fall behind economically may also suffer diminished access to essential social resources like health care. John Mullahy, Stephanie Robert, and Barbara Wolfe discuss why higher inequality may lead to poorer health: wider inequality might mean increased stress-related ailments for the poor, and it might also be associated with public health care policies that favor the privileged. On the political front, Richard Freeman concludes that political participation has become more stratified as incomes have become more unequal. Workers at the bottom of the income scale may simply be too hard-pressed or too demoralized to care about political participation. Social Inequality concludes with a comprehensive section on the methodological problems involved in disentangling the effects of inequality from other economic factors, which will be of great benefit to future investigators. While today's widening inequality may be a temporary episode, the danger is that the current economic divisions may set in motion a self-perpetuating cycle of social disadvantage. Rich Democracies

In this landmark work, the culmination of 30 years of systematic, comprehensive comparison of 19 rich democracies, Wilensky answers two basic questions: (1) What is distinctly modern about modern societies--in what ways are they becoming alike? (2) How do variations in types of political economy shape system performance? He specifies similarities and differences in the structure and interplay of government, political parties, the mass media, industry, labor, professions, agriculture, churches, and voluntary associations. Elites and Economic Development


Book Description

This book is a detailed comparative analysis of development politics in four urban regions of Latin America, two in Mexico and two in Colombia. John Walton has based his studies on the assumption that the problems of economic growth are essentially political, that is, are problems of choice, decision-making, and the exercise of power. His fundamental purpose has been to discover how elites of different kinds are more and less successful in the promotion of economic development, which he defines as a process in the organization of a society leading not only to higher levels of efficient output but also to a more equitable distribution of benefits. At the time, the four cities compared were the second- and third-largest metropolitan areas in each country, Guadalajara and Monterrey in Mexico, Medellín and Cali in Colombia. This selection allows the author to pair, across countries, cases of early and large-scale industrialization (Monterrey and Medellín) with cases of more recent industrial growth in agricultural-commercial centers (Guadalajara and Cali). Walton presents historical introductions to each of the regions and integrates these with original fieldwork and interviews with more than three hundred members of the political and economic elites. The findings are extensive, but in general they demonstrate that where political and economic power is more broadly distributed, where elites are more open and accessible, and where organizational life is more active and coordinated, regions tend to develop qualitatively as well as quantitatively, showing increases both in productivity and in such benefits as public services, housing, education, and a more balanced distribution of income. If these characteristics are absent, regions may be industrialized but do not provide a broad sharing of the benefits. Walton places a good deal of emphasis on the role of foreign investments, demonstrating that the more penetrated regions are also the less developed. Finally, the results of these studies are used to evaluate and advance theories of underdevelopment and particularly of economic dependency.




Persistence, Privilege, and Parenting

Americans like to believe that theirs is the land of opportunity, but the hard facts are that children born into poor families in the United States tend to stay poor and children born into wealthy families generally stay rich. Other countries have shown more success at lessening the effects of inequality on mobility—possibly by making public investments in education, health, and family well-being that offset the private advantages of the wealthy. What can the United States learn from these other countries about how to provide children from disadvantaged backgrounds an equal chance in life? Making comparisons across ten countries, Persistence, Privilege, and Parenting brings together a team of eminent international scholars to examine why advantage and disadvantage persist across generations. The book sheds light on how the social and economic mobility of children differs within and across countries and the impact private family resources, public policies, and social institutions may have on mobility. In what ways do parents pass advantage or disadvantage on to their children? Persistence, Privilege, and Parenting is an expansive exploration of the relationship between parental socioeconomic status and background and the outcomes of their grown children. The authors also address the impact of education and parental financial assistance on mobility. Contributors Miles Corak, Lori Curtis, and Shelley Phipps look at how family economic background influences the outcomes of adult children in the United States and Canada. They find that, despite many cultural similarities between the two countries, Canada has three times the rate of intergenerational mobility as the United States—possibly because Canada makes more public investments in its labor market, health care, and family programs. Jo Blanden and her colleagues explore a number of factors affecting how advantage is transmitted between parents and children in the United States and the United Kingdom, including education, occupation, marriage, and health. They find that despite the two nations having similar rates of intergenerational mobility and social inequality, lack of educational opportunity plays a greater role in limiting U.S. mobility, while the United Kingdom’s deeply rooted social class structure makes it difficult for the disadvantaged to transcend their circumstances. Jane Waldfogel and Elizabeth Washbrook examine cognitive and behavioral school readiness across income groups and find that pre-school age children in both the United States and Britain show substantial income-related gaps in school readiness—driven in part by poorly developed parenting skills among overburdened, low-income families. The authors suggest that the most encouraging policies focus on both school and home interventions, including such measures as increases in federal funding for Head Start programs in the United States, raising pre-school staff qualifications in Britain, and parenting programs in both countries. A significant step forward in the study of intergenerational mobility, Persistence, Privilege, and Parenting demonstrates that the transmission of advantage or disadvantage from one generation to the next varies widely from country to country. This striking finding is a particular cause for concern in the United States, where the persistence of disadvantage remains stubbornly high. But, it provides a reason to hope that by better understanding mobility across the generations abroad, we can find ways to do better at home.
