In the first edition of this book published in 1988, Shirley Engle and I offered a broader and more democratic curriculum as an alternative to the persistent back-to-the-basics rhetoric of the ‘70s and ‘80s. This curriculum urged attention to democratic practices and curricula in the school if we wanted to improve the quality of citizen participation and strengthen this democracy. School practices during that period reflected a much lower priority for social studies. Fewer social studies offerings, fewer credits required for graduation and in many cases, the job descriptions of social studies curriculum coordinators were transformed by changing their roles to general curriculum consultants. The mentality that prevailed in the nation’s schools was “back to the basics” and the basics never included or even considered the importance of heightening the education of citizens. We certainly agree that citizens must be able to read, write and calculate but these abilities are not sufficient for effective citizenship in a democracy. This version of the original work appears at a time when young citizens, teachers and schools find themselves deluged by a proliferation of curriculum standards and concomitant mandatory testing. In the ‘90s, virtually all subject areas including United States history, geography, economic and civics developed curriculum standards, many funded by the federal government. Subsequently, the National Council for the Social Studies issued the Social Studies Curriculum Standards that received no federal support. Accountability, captured in the No Child Left Behind Act passed by Congress, has become a powerful, political imperative that has a substantial and disturbing influence on the curriculum, teaching and learning in the first decade of the 21st century.

In Role Compatibility as Socialization, Dorothée Vandamme examines Pakistan’s socialization process in terms of role compatibility in the 2008-2018 period. Adopting an Interpretative phenomenological analysis (IPA) method of analysis, Vandamme builds on role theory to develop a theory of socialization as role compatibility to explain the dynamics of Pakistan’s (dys)functioning position and its status-seeking process as a fully functioning member of the international system. Specifically, she focuses on how Pakistani civilian and military leaders define their country’s positioning towards India, the United States and China. In doing so, she traces the link between domestic role contestation at the country’s inception and the resulting domination of the military’s conception of their country, state identity, how it projects itself externally and how it is received by others. Departing from strictly structural or agent-oriented explanations, Vandamme expertly demonstrates Pakistan’s perceived role compatibility with significant others and underlines the causality between state identity, foreign policy behavior and socialization. What is the role of law in a society in which order is maintained mostly through social norms, trust, and nonlegal sanctions? Eric Posner argues that social norms are sometimes desirable yet sometimes odious, and that the law is critical to enhancing good social norms and undermining bad ones. But he also argues that the proper regulation of social norms is a delicate and complex task, and that current understanding of social norms is inadequate for guiding judges and lawmakers. What is needed, and what this book offers, is a model of the relationship between law and social norms. The model shows that people's concern with establishing cooperative relationships leads them to engage in certain kinds of imitative behavior. The resulting behavioral patterns are called social norms. Posner applies the model to several areas of law that involve the regulation of social norms, including laws governing gift-giving and nonprofit organizations; family law; criminal law; laws governing speech, voting, and discrimination; and contract law. Among the engaging questions posed are: Would the legalization of gay marriage harm traditional married couples? Is it beneficial to shame criminals? Why should the law reward those who make charitable contributions? Would people vote more if non-voters were penalized? The author approaches these questions using the tools of game theory, but his arguments are simply stated and make no technical demands on the reader.

Anoll shows that the obligations that bring people into the political world—or encourage them to stay away—vary systematically by race in the United States, with broad consequences for representation. In Defending Democratic Norms, Daniela Donno examines how international actors respond to these norm violations. Which governments are punished for manipulating elections? Does international norm enforcement make a difference? Donno shows that although enforcement is selective and relatively rare, when international actors do employ tools of conditionality, diplomacy, mediation and shaming in response to electoral misconduct, they can have transformative effects on both the quality and outcome of elections. Specifically, enforcement works by empowering the domestic opposition and increasing the government's incentives to reform institutions of electoral management and oversight. These effects depend, however, on the presence of a viable opposition movement, as well as on the strength and credibility of the enforcement effort itself. The book shows that regional international organizations possess unique sources of leverage and legitimacy that make them the most consistently effective norm defenders, even compared to more materially powerful actors like the United States. Drawing on an original dataset from almost 700 elections and incorporating case studies from the Dominican Republic, Serbia, Armenia, Kenya and Cambodia, Defending Democratic Norms is a bold new theory of international norm enforcement that demonstrates the importance of active international intervention in domestic politics.

To what extent are global rule-of-law norms, which external actors promote in post-conflict states, localized? Who decides whether global standards or local particularities prevail? This book offers a new approach to the debate about how the dilemma between the diffusion of global norms and their localization is dealt with in global politics. Studying the promotion of children's rights, access to public information, and an international commission against impunity in Guatemala, Lisbeth Zimmermann demonstrates that rule-of-law promotion triggers domestic contestation and thereby changes the approach taken by external actors, and ultimately the manner in which global norms are translated. However, the leeway in local translation is determined by the precision of global norms. Based on an innovative theoretical approach and an in-depth study of rule-of-law translation, Zimmermann argues for a shift in norm promotion from context sensitivity to democratic appropriation, speaking to scholars of international relations, peacebuilding, democratization studies, international law, and political theory.
