Clayton of Delaware, Upon the Oregon Question: Delivered in the Senate of the United States, February 12, 1846 The two propositions differ also in another and a very important respect. The latter holds out, if not expressly, at least by the clearest implication, that all negotiations between the United States and Great Britain ought' not now to be held as finally closed, and amounts to a recommendation that the Executive shall continue the existing negotiations with a view to the peaceable adjustment of the conflicting claims of the two Governments. Between the two, I can have no hesitation m saying that I prefer that offered by the honorable Senator from Kentucky. The other proposes in effect that notice shall be given immediately, and leaves the Presi dent no discretion 111 the case. It assumes that Congress are so thoroughly.
