Arlis was born 4 February 1888 in Copper Ridge, Knox Co., Tennessee. He was the son of Jasper L. Stephens and Francis Fannie Hundley (or Hunley). Arlis married Lucinda Ethel Haggard 20 October 1907. They lived in LaFollette, Campbell Co., Tennessee and were the parents of six children. Descendants lived primarily in Tennessee.
