Estimates indicate that as many as 1 in 4 Americans will experience a mental health problem or will misuse alcohol or drugs in their lifetimes. These disorders are among the most highly stigmatized health conditions in the United States, and they remain barriers to full participation in society in areas as basic as education, housing, and employment. Improving the lives of people with mental health and substance abuse disorders has been a priority in the United States for more than 50 years. The Community Mental Health Act of 1963 is considered a major turning point in America's efforts to improve behavioral healthcare. It ushered in an era of optimism and hope and laid the groundwork for the consumer movement and new models of recovery. The consumer movement gave voice to people with mental and substance use disorders and brought their perspectives and experience into national discussions about mental health. However over the same 50-year period, positive change in American public attitudes and beliefs about mental and substance use disorders has lagged behind these advances. Stigma is a complex social phenomenon based on a relationship between an attribute and a stereotype that assigns undesirable labels, qualities, and behaviors to a person with that attribute. Labeled individuals are then socially devalued, which leads to inequality and discrimination. This report contributes to national efforts to understand and change attitudes, beliefs and behaviors that can lead to stigma and discrimination. Changing stigma in a lasting way will require coordinated efforts, which are based on the best possible evidence, supported at the national level with multiyear funding, and planned and implemented by an effective coalition of representative stakeholders. Ending Discrimination Against People with Mental and Substance Use Disorders: The Evidence for Stigma Change explores stigma and discrimination faced by individuals with mental or substance use disorders and recommends effective strategies for reducing stigma and encouraging people to seek treatment and other supportive services. It offers a set of conclusions and recommendations about successful stigma change strategies and the research needed to inform and evaluate these efforts in the United States.

Workable Sisterhood is an empirical look at sixteen HIV-positive women who have a history of drug use, conflict with the law, or a history of working in the sex trade. What makes their experience with the HIV/AIDS virus and their political participation different from their counterparts of people with HIV? Michele Tracy Berger argues that it is the influence of a phenomenon she labels "intersectional stigma," a complex process by which women of color, already experiencing race, class, and gender oppression, are also labeled, judged, and given inferior treatment because of their status as drug users, sex workers, and HIV-positive women. The work explores the barriers of stigma in relation to political participation, and demonstrates how stigma can be effectively challenged and redirected. The majority of the women in Berger's book are women of color, in particular African Americans and Latinas. The study elaborates the process by which these women have become conscious of their social position as HIV-positive and politically active as activists, advocates, or helpers. She builds a picture of community-based political participation that challenges popular, medical, and scholarly representations of "crack addicted prostitutes" and HIV-positive women as social problems or victims, rather than as agents of social change. Berger argues that the women's development of a political identity is directly related to a process called "life reconstruction." This process includes substance- abuse treatment, the recognition of gender as a salient factor in their lives, and the use of nontraditional political resources.

What is it in human nature that leads us to label some as insiders and stigmatize others as outsiders?Sociologist Gerhard Falk examines the social psychology that motivates this process of exclusion, focusing on the outcasts in contemporary American society and comparing current experience with examples from the past. Biblical scholars often read the Bible with their own interpretive interests in mind, without associating the Bible with the concerns of laypeople. This largely undermines the contributions laypeople can offer from reading the Bible in their own contexts and from their own life experiences. Moreover, such exclusively scholarly reading conceals the role of biblical texts in dealing with current social problems, such as HIV/AIDS-related stigmatization. Hence, the lack of lay participation in the process of Bible reading makes the Bible less visible in various common life situations. In this volume Elia Shabani Mligo draws on his fieldwork among people living with HIV/AIDS (PLWHA) in Tanzania, selects stigmatization as his perspective, and chooses participant-centered contextual Bible study as his method to argue that the reading of texts from the Gospel of John by PLWHA (given their lived experiences of stigmatization) empowers them to reject stigmatization as unjust. Mligo's study shows that Christian PLWHA reject stigmatization because it does not comply with the attitude of Jesus toward stigmatized groups in his own time. The theology emerging from the readings by stigmatized PLWHA, through their evaluation of Jesus' attitudes and acts toward stigmatized people in the texts, challenges churches in their obligatory mission as disciples of Jesus. Churches are challenged to reconsider healing, hospitality and caring, prophetic voices against stigmatization, and the way they teach about HIV and AIDS in relation to sexuality. Churches must revisit their practices toward stigmatized groups and listen to their voices. Mligo argues that participant-centered Bible-study methods similar to the one used in this book (whereby stigmatized people are the primary interlocutors in the process) can be useful tools in listening to the voices of stigmatized groups.

People are often stigmatized by virtue of their status on such dimensions as race, ethnicity, gender, age, weight, disability, or sexual orientation, and this book deals with the plight of those who are stigmatized in organizations. For example, they often experience prejudice, unfair discrimination, mistreatment, and exclusion from organizations and society as a whole. As a result, there has been an increased interest in developing ways to decrease the negative experiences of stigmatized groups, increase their inclusion in organizations, and ensure that they have the opportunity to enjoy a satisfying work life. Despite an increased interest in decreasing the negative experiences of stigmatized groups, most of the studies in human resource management (HR) and organizational behavior (OB) have focused on only a subset of these individuals including African-Americans, women, older workers, and people with physical disabilities (Dipboye & Colella, 2005). A number of other stigmatized groups have been practically neglected by organizational research including people with psychological disabilities (e.g., anxiety and depressive disorders), Asian Americans, immigrants, those with foreign accents, individuals with different sexual orientations, people who are single in organizations, women entering the corporate suite, and adolescents. Thus, the primary purposes of this issue of Research in HRM is to consider research on The plight of stigmatized groups in organizations, and foster research on those groups who have been neglected in organizational research. In view of these arguments, this issue (a) presents a brief review of the research on the plight of several stigmatized groups in organizations (e.g., Asian Americans, those with psychological disabilities, people who are single, women entering the corporate suite, and individuals with different sexual orientations, (b) identify needed research on these stigmatized groups, (c) offer directions for future research, and (d) consider the implications for practice that can decrease the negative experiences of these group members, and facilitate their inclusion in organizational settings.

In Stigma and Culture, J. Lorand Matory provocatively shows how ethnic identification in the United States—and around the globe—is a competitive and hierarchical process in which populations, especially of historically stigmatized races, seek status and income by dishonoring other stigmatized populations. And there is no better place to see this than among the African American elite in academia, where he explores the emergent ethnic identities of African and Caribbean immigrants and transmigrants, Gullah/Geechees, Louisiana Creoles, and even Native Americans of partly African ancestry. Matory describes the competitive process that hierarchically structures their self-definition as ethnic groups and the similar process by which middle-class African Americans seek distinction from their impoverished compatriots. Drawing on research at universities such as Howard, Harvard, and Duke and among their alumni networks, he details how university life—while facilitating individual upward mobility, touting human equality, and regaling cultural diversity—also perpetuates the cultural standards that historically justified the dominance of some groups over others.
